Code Enforcement Officer I
Duties: Under supervision, interprets and enforces municipal and regulatory codes. Under supervision assists in managing various code compliancy programs as they relate to dangerous buildings, property maintenance, trash / debris accumulation, abandon vehicle storage and public nuisance abatement. Under supervision assists legal investigations regarding code violations. Gathers and documents evidence. Assist in appropriate follow up procedures. As directed responds to requests from other departmental agencies. As directed responds to citizens’ inquiries and complaints concerning alleged code violations. Enforces provisions of other ordinances, as required. Performs other related duties as assigned. Performs all work duties and activities in accordance with City policies and procedures.
Qualification and ExperienceQualifications: Graduation from high school. 1-year experience in the construction industry and/or 1-year experience in law enforcement, code enforcement or paralegal in an attorney’s office. Any combination of education and/or experience that meets the minimal qualifications will be considered. Necessary Special Requirements: Possession of a valid North Dakota driver’s license, certification as I.C.C./A.A.C.E. Property Maintenance and Housing Inspector within (1) year and I.C.C./A.A.C.E. Zoning Inspector certification within two years of hire. Knowledge of the principles and practices of building construction. Knowledge of the practices and codes pertaining to a special area of inspection such as property maintenance and housing. Knowledge of the application of land use rules as they pertain to the zoning code. Knowledge of the methods and techniques of investigative work. Knowledge of legal procedures involved in enforcing municipal, property maintenance and zoning ordinances. Ability to keep records and prepare reports. Ability to inspect works being performed to determine adherence to code. Ability to establish and maintain communication effectively, both verbally and in writing. Ability to operate a motor vehicle. Ability to bend and walk, climb and maneuver on uneven terrain. Ability to climb stairs. Ability to visually detect code violations and to determine appropriate remedial actions. Ability to write violations and citations. Knowledge of methods and techniques of code enforcement, court procedures and legal actions. Working knowledge of modern office equipment. Ability to understand and follow verbal and written instructions.
