Contracts and Compliance Specialist
The candidate will report to Contracts and Compliance Manager and is responsible for the execution, enforcement, and enhancement of contracts, ethics, and export compliance requirements and procedures relative to U.S. Government and U.S. defense contractor sales accounts, international sales accounts, and associated activities. Will review customer terms and conditions and provide recommendations to management relating to any exceptions or items of concern or caution to identify risks as part of the customer contract lifecycle from pre-award through post-award. Draft, red-line, and coordinate NDAs, contractual documents, reports and other correspondence as directed. Follows and enforces established firm export compliance program, including data item markings, and procedures for both international and domestic accounts. Submit applications for product classifications requests, export licenses, Technical Assistance Agreements (TAA) and subsequent follow-up, tracking, communication and maintenance of the records. Maintains complete and thorough records of all contractual negotiations and export compliance activities. Maintain up-to-date knowledge and understanding of government contracts, ethics, and compliance reporting and responsibilities. Support internal investigations and audits with regard to ethics and compliance issues (as required). Able to travel in support of negotiations, program reviews, and general client meetings. Bring initiatives and activities to closure in a timely manner through effective interaction and communication with individuals, both internal and external to the firm organization (as required). Abide by all safety, quality, housekeeping and company policies/procedures to ensure compliance to various regulatory and internal system requirements. Actively participate in team meetings, improvement initiatives/program, etc. to provide constructive recommendations and imitative actions to support company initiatives/goals. Consistently demonstrate commitment to company values. Keep management informed of area activities and of any significant impacts to the organization. Maintain discretion with regard to the handling of sensitive information. Complete special projects and miscellaneous assignments as required.

Qualification and Experience

The candidate should have a Bachelor’s Degree (B.A., or B.S.,) from an accredited college or Paralegal Certification. An advanced degree in business or related field highly desirable. Must be Certified Federal Contracts Manager (CFCM), Certified Commercial Contracts Manager (CCCM), or equivalent. Should have 3+ years of experience directly related to government or commercial contracting. Ability to interpret and execute Federal Regulations as they apply to government contracts (FAR, DFARS, NFS, DPAS, UCC, ITAR, EAR, etc.) essential. Working knowledge of U.S. export control laws and regulations with a special focus on Department of State and Department of Commerce regulations as applicable to Marotta products and services needed. Should have exemplary verbal/written communication skills required for interactions with all levels of personnel within the organization, as well as any and all outside agents, including: vendors, suppliers, customers, etc. Highly computer literate with MS Office / PC expertise, and demonstrated experience with applicable government contracting systems (e.g. web portals) essential.
