Tax Law Specialist, GS 11 Duties: Performs research and analysis on matters of tax law to interpret specific Federal tax laws, regulations, congressional committee reports, revenue rulings, revenue procedures, and pending legislation, and translate these matters into tax forms, instructions, explanatory publications and other materials to enable taxpayers to understand and meet their filing and other tax responsibilities. Prepares drafts of selected new or revised material to ensure that the needs of internal customers are met and to assure that the Federal tax laws are administered effectively. Coordinates the interests of the various Service organizational units. Reviews and assists with suggestions from taxpayers, tax practitioners, industry, public interest and other groups, and internal customers, regarding simplification, burden reduction, and other improvements to division products. Assists in developing specific paperwork reduction and other improvements to division products. Recommends creation of additional products to reflect tax law, etc. chances, and to address previously unmet customer needs. Provides assistance on tax law matters to other Service functions, including review of products dealing with tax law matters created by other functions.
Qualification and Experience
Qualification: Specialized Experience: GS-11 Level: Must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes Experience with legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Examples of qualifying specialized experience include: Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc., related to Federal taxation. Analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to Federal tax operations. Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Work as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws. OR LL.M. degree with a specialization in taxation. OR A combination of qualifying graduate education and experience as described above. AND Meet Time In Grade (TIG) Requirement: Must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND Time After Competitive Appointment: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after the competitive appointment.
