Records and Information Management Specialist, GS 11 Duties: The candidate serves under the general direction of the Supervisor and has oversight for the VHA Health Care System and supporting catchment area Records Management Program and initiatives. Works the creation, dissemination, research storage and disposition of Federal records. Communicates records management requirements up their chain of command to include immediate supervisor, Executive Leadership, VISN leadership, and VHA Records Management Office. Provides support for the facility Privacy Act and FOIA programs. Acts as a secondary liaison to facility staff by disseminating information to the appropriate areas, facility employee adherence to mandates from regulatory agencies and assisting the Privacy Officer with various monitors to ensure VA and other Federal privacy policies and procedures are observed. Develops instructional methods, materials and guidance related to the management of Health Care System records. Responsible for the full development, implementation and execution of the records management program. Conducts focused monitors and audits of records created and maintained by the Services. Maintains a thorough and working knowledge of VA/VHA Systems of Records, privacy policy, Freedom of Information Act (FOIA), Office of Management and Budget (OMB), NARA, The Joint Commission and other federal laws and regulations. Independently develops and utilizes records management metrics, dashboards, audits, surveys and other RIM reports to identify potential issues related to the health care system records management program. Develops standardized file plans/records inventories and indexing approaches where appropriate to simplify the use of, access to, and integration of information within the organization. Maintains the master records inventory and conducts annual updates to ensure federal records are identified, safeguarded, ad dispositioned timely, per VHA records control schedule 10-1 and NARA General Record Schedules.Provides Records Management oversight and advice in such areas as meta data for the capture and management of e-mail records as mandated by Presidential Memorandum. Enters records transfer requests and retrievals utilizing the VHA Records Retrieval System for the storage and retrieval of Health Care System Records.

Qualification and Experience

Qualifications: GS-11: The candidate should have 1+ year of specialized experience equivalent to the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, to: management of records and information management programs; knowledge and understanding of FOIA, NARS and VHA records management procedures and guidance; knowledge of principles and concepts of information governance of various phases of records and information management is essential.


Must have Ph.D or equivalent doctoral degree.


Should have 3- full years of progressively higher graduate education leading to such a degree.


Must have related LL.M degree.


Must have combine education and experience to qualify at the GS-11 level.

Must have knowledge and understanding of NARA records management procedures and guidance, Records Control Schedule (RCS) 10-1, General Records Schedule (GRS), Title 18 U.S.C Chapters 101 and 102, Title 31 U.S.C., Title 36 U.S.C. Chapter 12, Title 40 U.S.C. Chapter 25, Title 44 U.S.C. Chapters 21, 29, 31, 33, and 35, Title 38 U.S.C. Sections 5701, 5701, 5705, and 7332, 41 CFR Parts 102-193 the Privacy Act (PA) as amended, the Freedom of Information Act (FOIA) and implementing regulations, Executive Orders, OMB Memorandums, Health Insurance Portability and Accountability Act (HIPAA), Paperwork Reduction Act of 1980 as amended, and the Government Paperwork Reduction Act (GEPA). Must have knowledge of records management laws, regulations, rules, policies and procedures; the principles and concepts of information governance of various phases of records and information management, and the complete records process and content management framework that supports the entire life cycle of agency records.Knowledge of Freedom of Information Act is essential.
