Management and Program Analyst, GS 9 - 11 Responsibilities: Will perform homeland security functions by developing policies, conducting special studies, and providing technical assistance. Typical work assignments include: Implementing and coordinating management programs to include resolving Information Technology and Mobility issues that affect HRM operations; Developing and evaluating policies in program areas in addition to evaluating new or modified legislation that will have an impact on agency programs; Providing oversight on new policies with managers and top-level officials; Assisting in or developing management information systems focusing on long and short-range plans, policies, or programs; and Ensuring all logistical issues are documented, tracked, and resolved to support HRM's frontline higher efforts.
Qualification and Experience
GS-9 grade level: Must possess 1+ year of specialized experience at the GS-07 level or equivalent performing duties such as providing technical assistance and support to headquarters and field management staff in a variety of matters relating to the application of planning systems and management programs to meet mission requirements; coordinating or assisting in activities of support staff, and providing analytical procedures; and assisting with evaluating the content of new or modified legislation for projected impact upon Bureau programs. Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in an accredited college or university, or a JD degree or LL.B. degree may be substituted for experience at the GS-9 grade level. Such education must demonstrate the skills needed to do the work.
GS-11 grade level: Must possess 1+ year of specialized experience at the GS-09 level or equivalent performing duties such as developing and recommending policies, issuances and directives; coordinating of identification, analysis and issuance of policies with managers and officials of the agency; identifying potential applicability and effect of new or proposed legislation, executive orders, DHS directives and other agency decisions on respective headquarters and field office operations, managerial programs and requirements; and preparing comments, impact statements and recommendations on these issuances for executive and managerial consideration. Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in an accredited college or university, may be substituted for experience at the GS-9 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying.
