Legal Counselor I (Attorney) (At Will)
Duties: Perform a wide variety of duties involving criminal prosecution (infractions and misdemeanors), civil litigation, and general municipal practice. File, prepare, and prosecute misdemeanor criminal cases in the City of Torrance by conducting legal research, handling a variety of motions and appeals, and conducting misdemeanor trials. Report to a Deputy City Attorney III that serves as a working supervisor. Marshaling facts, conducting legal research, and analyzing applicable legal issues. Drafting, reviewing, and amending correspondence, memoranda, agenda reports, written opinions, real property transactional documents, ordinances, resolutions, contracts, and other legal documents. Reviewing police reports, supplemental reports, and evidence to determine sufficiency for filing of criminal complaints. Conducting criminal pretrial hearings, arraignments, trials, motions, appeals, and otherwise handles all phases of criminal prosecution. Developing strategies, arguments, and gathering and reviewing evidence in preparation for presentation of cases. Representing the City in administrative hearings, litigation, arbitrations, trials, and appeals. Maintaining calendars, files, and docketing information for prosecution and other matters.

Qualification and Experience

Qualifications: JD Degree from a law school accredited by the American Bar Association. Active membership in good standing with the State Bar of California. Prior legal externship, legal clerkship experience is desirable. Knowledge of: Substantive law, procedures and rules of evidence applicable to administrative, civil, criminal and general municipal matters; Principles, methods and practices of investigation, legal research, legal analysis and drafting; Computer software applications related to legal research, legal documents, word-processing, presentations, electronic mail and related purposes. Ability to: Acquire knowledge of local, state and federal law relating to municipal government; Define issues; research facts and law; analyze and draw appropriate logical and legal conclusions from statements of fact, law and argument; Evaluate alternatives, employ independent judgment and make sound recommendations; Draft legal documents; Complete work in a timely manner; Maintain case files and other record keeping systems; Present oral and written statements of fact, law and argument in clear and logical form; Provide clear work instructions; Shift priorities as departmental workload demands require: Maintain confidentiality and exercise sound judgment; Communicate and persuade effectively orally and in writing; Establish and maintain effective working relationships with the public, the judicial system, public officials, all levels of City employees, private and community organizations, and adversaries. Familiarity with the following is desirable; Lexis, Westlaw or other computer-assisted legal research services; computer software program in the Microsoft Office software for word processing and presentations (Word and PowerPoint).
