Health Safety & Environmental (HSE) Compliance Manager Duties: Responsible for implementing and leading the business unit’s program to ensure compliance with all relevant and appropriate federal, state, and local health, safety, and environmental (HSE) legal and other obligations. Primary knowledge of (1) the Safe Drinking Water Act (SDWA); (2) the Clean Water Act (CWA); and (3) the Occupational Safety & Health Act (OSHA), including all state-equivalent statutes and any federal regulations, state rules, and non-rule policy documents. Performs routine and systematic focused compliance audits of business unit’s drinking water and wastewater systems, and other facilities for identifying, preventing, and correcting potential violations of legal and other HSE obligations. Coordinates all HSE compliance activities with Vice-President of Operations, Regional Managers, Area Managers, and other staff. Monitors all sampling, analysis, and reporting requirements for drinking water and wastewater operations (and other matters, as appropriate). Supports and coordinates permit applications, permit renewals, and transfers, as appropriate. Supports and monitors monthly DMR completion and submission. Supports and monitors HSE-related aspects of capital project implementation to ensure compliance is achieved. Coordinates all HSE-related costs and budget matters with FP&A Team. Leads effort to respond to all observations of HSE non-compliance. Tracks compliance and enforcement schedules to ensure responsiveness. Maintains current knowledge of proposed legislative or regulatory HSE-related matters. Provides guidance to business unit to achieve compliance with HSE obligations. Leads business unit’s environmental management system (EMS) activities. Liaison for HSE matters between the Business Unit and HSE Manager for Shared Services.
Qualification and Experience
Qualifications: B.S. Degree in Environmental Science, Engineering, or related field. Preferred: JD Degree, M.S., MBA, or Ph.D. 7-10 years of progressive experience in the drinking water and/or wastewater utility business, HSE regulatory field, or related field. Preferred: Certified Environmental Auditor (CEA); Certified Environmental and Safety Compliance Officer (CESCO); Certified Safety Professional (CSP); Operator certification(s) in drinking water and/or wastewater; ISO 14001 Lead Auditor. Additional knowledge of other federal statutes (and implementing regulations), including (1) the Resource Conservation & Recovery Act (RCRA); (2) the Clean Air Act; and (3) the Emergency Planning and Community Right-to-Know Act (EPCRA), and state-equivalent statutes, rules, and non-rule policy documents. Knowledge of federal and state HSE compliance and enforcement non-rule policy documents, including (1) compliance and enforcement response policies; (2) environmental audit and self-disclosure policies; (3) civil penalty policies; and (4) supplemental environmental projects (SEP) policies. Required: Microsoft Office (Word, Excel, Powerpoint, and Visio). Preferred: JD Edwards, CC&B, SCADA; ArcGIS. Excellent written and verbal communication skills. Excellent analytical, communication, and organizational skills. Proven ability to motivate others in pursuit of Company goals. Ability to understand and implement a variety of the field’s concepts, practices and procedures. Relies on previous experience and judgment to plan and accomplish goals. Ability to work independently in the absence of supervision. Experience with environmental management systems (EMSs), including ISO 14001.
