Assistant City Solicitor - Regulatory Affairs Unit The candidate will be responsible for: Advising and representing the the firm and the Water Departments in matters relating to the City’s water and wastewater systems. Defending the City in administrative appeals before the Tax Review Board and Board of Licenses and Inspection Review. Handling of administrative and civil actions to enforce Water Department regulations against property owners, developers, plumbers and non-complaint customers and for violations arising under the Philadelphia Code. Negotiating settlements of disputed water bills, delinquent accounts and violation notices. Reviewing and evaluating federal and state laws that affect the Water Department’s operations and functions. Researching and analyzing issues and drafting documents relating to the environmental laws, public utility law, enforcement of regulations, municipal claims and liens, the Philadelphia Code and the Philadelphia Charter. Reviewing, drafting and negotiating professional service agreements and associated exhibits. Assisting with administrative and management functions related to the practice of law and Divisional staff meetings. Representing other City Departments on transactional matters as needed. 1-3 years of general legal experience or a judicial clerkship is preferred. Candidates with a strong academic background will be considered. Must be a member of the Pennsylvania Bar.
