City Attorney Deadline: 27 June, 2018 The candidate represents the City of Spartanburg, Spartanburg City Council, the City Manager, elected officials, City Boards and Commissions as general legal counsel. Provides legal advice and opinions, develops and implements City legal policies; prepares, reviews and drafts all legal documents. Planning, supervising and directing the staff and activities of the City Attorney's office; serving as legal advisor to City Council, management, and all City departments, boards and commissions. Supervises the legal affairs of the City. Exercises good customer service techniques such as, listening, effective communications and problem solving. Communicates and interacts effectively with City Council, City Manager, and City departments, boards and commissions. Drafts or supervises drafting of ordinances and resolutions for City Council and answers questions relating thereto. Attends meetings of City Council and City Boards and Commissions as needed to provide legal advice on proposed course of action and procedures. Serves as legal counsel to the City, City Manager, City boards and commissions, and the various City departments. Drafts or supervises the drafting of all contracts, deeds, leases, releases, and other legal documents on behalf of the City. Represents and coordinates the defense of the City in legal matters; brings suits necessary to be instituted by the City and defends the City in litigation brought against it. Provides legal opinion in litigation, and on claims, leases and contracts, land titles and other related legal matters in response to request for same. Drafts or supervises the drafting of various documents necessary for economic development activities. Assists as needed with the Employee Grievance Committee. Assists as needed with the Civil Service Commission. Prepares the departmental budget and manages expenditures. Supervises professional and legal staff by planning, assigning and reviewing work including, but not limited to, departmental and litigation assignments; performs administrative duties such as conducting performance appraisals, coaching to improve job performance and other related tasks. Prepares and supervises the preparation of formal legal opinions upon request by City Council and City Manager. Represents the City, City Council, in all litigation either directly or by supervising attorneys appointed by the Insurance Reserve Fund or hired for specific purposes when actions are within the course and scope of employment. Attends legal education seminars and conferences and reads case reports and applicable law related updates to stay current on legal issues. Performs other duties as required.

Qualification and Experience

The candidate should have Juris Doctor (J.D.) degree from an accredited law school and considerable professional legal experience in government, administrative, property, contract, environmental and employment law; or any equivalent combination of education and experience. Must be a member in good standing of the State of South Carolina Bar Association and licensed to practice law by the South Carolina Supreme Court. Must have comprehensive knowledge of the principles, laws and ordinances impacting City governmental operations from a legal perspective; excellent analytical, problem solving, writing and negotiating skills; thorough knowledge of judicial and quasi-judicial procedures; good knowledge of supervisory methods and techniques, standard office procedures, practices and equipment; comprehensive knowledge of local, state and federal laws and court decisions affecting City legal operations; ability to present complex ideas effectively orally and in writing; ability to establish and maintain effective working relationships with City officials, court officials, members of the bar and the general public; ability to handle complex trial and appellate litigation; ability to work in a team environment.
