Auditor, GS 11 - 13
Responsibilities: At the GS-11 level: Research applicable laws, directives and other regulatory material to gain audit knowledge. Utilize fact finding techniques to gather audit data. Perform audit work within established guidelines. Assist in producing comprehensive reports of audit data collected. Utilize audit data to evaluate results and recommend solutions. Assist in developing drafts and final segments of audit reports. Maintains security and accountability of classified information.

At the GS-12 level: Research applicable laws, directives and other regulatory material to gain audit knowledge. Develop and contribute to audit guides. Independently performs audit work within established guidelines. Produces comprehensive reports of audit data collected. Utilizes audit data to evaluate results and recommend solutions. Develop drafts and final segments of audit reports and accountability of classified information.

At the GS-13 level: Research applicable laws, directives, and other regulatory material to gain audit knowledge. Oversee a team of auditors and other staff to ensure proper application of audit techniques. Articulate and communicate to assign teams the audit project, problem to be solved, actionable events, milestones, deadlines and timeframes for completion. Represent team in dealing with supervisors or managers for the purpose of obtaining resources and securing needed information or decisions on major work problems and issues that arise. Resolve simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the supervisor or an appropriate management official. Communicate team consensus and recommendations to supervisors on actions affecting team and individual awards, rewards and recognition. Traveling is required.

Qualification and Experience

Qualifications: Basic Requirement: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") Or to qualify at the GS-11 level based on education, a PH.D is required. combination of education and experience - at least 4+ years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. for GS-11 Specialized experience is defined as: Applicants must have 52 weeks of specialized experience at the GS-09 level or equivalent under GS or another pay system that demonstrates skill in researching applicable laws, directives, and other regulatory material to provide assistance in conducting audits in accordance with Generally Accepted Government Auditing Standards (GAGAS), provide assistance in collecting audit data and drafting audit reports within established guidelines. for GS-12 Specialized experience is defined as: Applicants must have 52 weeks of specialized experience at the GS-11 level or equivalent under GS or another pay system that demonstrates skill in researching applicable laws, directives, and other regulatory material to conduct audits in accordance with Generally Accepted Government Auditing Standards (GAGAS), draft audit reports within established guidelines and provide recommendations to correct deficiencies founded within audit reports. for GS-13 Specialized Experience is defined as: Applicants must have 52 weeks of specialized experience at the GS-12 level or equivalent under GS or another pay system that demonstrates skill in theory, concepts and practices of accounting and auditing to ensure quality work when conducting audit reviews; analyze data, draw conclusions and recommend corrective action; and work as an audit team member ensuring overall project is accomplished within Generally Accepted Government Auditing Standards (GAGAS) and other established guidelines and timelines.
