Paralegal Specialist Duties: The candidate researches, legal authority and factual circumstances to prepare correspondence, legal memorandum and other legal documents in support of the Civil Law Division. Reviews labor law case files and prepares legal sufficiency recommendations and pleadings for filing with administrative agencies on an as needed basis. Reviews contract files for compliance with applicable laws, rules and regulations and makes recommendations to attorneys for inclusion in legal reviews on and as needed basis. Supports the Air Force claims program and the Claims Officer (claims including cases involving loss and damage in the areas of personal property, vehicles and other accidents, etc.). Briefs incoming personnel on services provided. Monitors timelines and work quality of all personnel engaged in legal assistance through use of computer tracking mechanisms including WEBLIONS, the Air Force Legal Assistance Website, and customer satisfaction surveys. Manages the preventive law program pulling legal authorities from a variety of sources, in coordination with supervising attorneys. Disseminating the information on current legal issues affecting military members to client base in accessible formats. Assists in supporting the Victim and Witness Assistance Program (VWAP) by training victim advocates and liaising with crime victims and witnesses to ensure their rights are upheld.
Qualification and Experience
Qualifications: The candidate must have 1+ year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include providing paralegal support of legal and administrative knowledge in performing responsible and technical assignments in support of attorneys. Critical support consists of legal research, legal document preparation, managing ethics and military justice programs, and providing state notarial services for eligible clients. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc.
Knowledge, Skills and Abilities: Knowledge and skill in fact finding, problem analysis, problem solving, writing, interpreting regulations and policies, and a practical understanding of the legal activities and substantive mission of the organization. Skill in applying basic legal principles and concepts, legal research methods, and data analysis techniques to perform independently recurring assignments which are typically covered by established precedents. Practical knowledge of basic legal principles and concepts to interpret and apply, or explain to others the application of, a body of law, regulations, precedents, and practices covering one or more recurring types of legal action encountered in the agency. Knowledge of the principles, concepts, and methods of legal research and reference sources such as agency manuals, directives, issuances, court reports, appellate records, or commercial legal publications sufficient to locate appropriate data such as applicable precedents, legislative history, and commentaries which bear on particular legal issues. Knowledge of legal techniques and skills necessary to analyze both issues of fact and issues of law in order to prepare digests of case decisions, evaluate the applicability of precedents, or to draft briefs, other litigation papers, advisory opinions, or findings. Knowledge of formal or informal rules of evidence and skill necessary to evaluate the adequacy and/or admissibility of evidence, to request additional data or further investigation, when needed, or to develop narrative or graphic exhibits to support specified legal arguments
