Senior Reliability Compliance Specialist

Duties: Responsibility for the strategy development, implementation, administration, and operation of compliance programs with respect to applicable regulatory frameworks applicable to participant in the electric power sector. Including North American Electric Corporation (NERC), Federal Energy Regulatory Commission (FERC), Market Rules at relevant Independent System Operators, and other applicable operating and/or reporting requirements. Develop, coordinate and implement a Bulk Electric System compliance program to comply with the applicable mandatory and enforceable NERC Reliability Standards. Recommend policies, procedures and documentation as they relate to the NERC and other regulatory compliance requirements Coordinate reliability activities by participating in NERC or other Regional Entity regulatory forums; coordinating, evaluating and reviewing regulatory documents impacting client's assets and reliability activities; analyzing client's position, filings, and other documents; weighing the impact of certain actions by client; preparing correspondence, opinions and presentations outlining client's position within area of responsibility. Provide staff training on regulatory requirements and operational impacts of those requirements. Lead comprehensive on-site and off-site audits of registered entities in compliance with NERC Reliability Standards and Regional Reliability standards, with a special emphasis on the Operation & Planning (693) Standards. Advise clients on best practices in managing compliance monitoring and enforcement activities relevant to the electric sector Evaluate client internal controls and processes to determine effectiveness and efficiency with respect to managing risk and compliance Develop, implement, and review current policies and practices issued by FERC, NERC, Regional Entity, and other regulatory agencies Lead investigations into potential violations and make determinations of alleged violations of the standards. Coordinate projects related to compliance activities ensuring that the scope, budget, schedule and quality, etc. meets the client's needs. Coordinate with client departments, staff and members to achieve goals and provide direction on compliance activities while promoting a culture of compliance and security Review energy market regulatory/compliance publications to keep apprised of new developments. May attend related regulatory or other agency proceedings that impact reliability and/or compliance matters. Travel to various client facilities as needed to review processes, records, conduct audits, consult with staff, etc. Maintain job knowledge to ensure expertise on NERC/Regional Entity reliability and compliance standards and requirements Develop and maintain effective relationships with existing and potential clients, customers and contractors in order to develop business. Responsible for developing sales pursuits and proposal development. Ensure compliance with company and site safety policies. All other duties as assigned.

Qualification and Experience

Qualifications: Lean Six Sigma Black Belt, Masters in Business Administration, and/or JD Degree preferred. Engineering and information technology background is preferred. 10+ years’ experience in the related progressively responsible electric industry experience in the areas of regulatory compliance, power markets, power plant operations, transmission operations, asset management, or risk management. Must have work experience that demonstrates strong leadership, communication skills, ability to work with limited supervision and ability to achieve compliance goals. While not an engineering position, applicant should have sufficient technical understanding to interpret, audit, and/or direct regulatory requirements for clients and to identify times when engineering or operational expertise is required. Demonstrated knowledge and understanding of NERC reliability standards with an emphasis on the Operation & Planning (693) Standards. Proven understanding of utility or IPP operations. Experience with either transmission or power plant operations preferable, also knowledge of energy trading, scheduling, and market activities a plus. Excellent communication and presentation skills for presenting both technical and non-technical information are required. Ability to effectively prioritize tasks in a fast-paced and high-pressure environment. Proven self-starter with the ability to work effectively in a team environment as well as individually on complex work assignments Experience with corporate policies and procedures and/or technical writing skills. Knowledge and experience in risk management and internal controls Travel for site work is estimated to average 50%-75% yearly. Language Skills Ability to read, analyze and interpret common engineering and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management and/or public groups Computer Skills To perform this job successfully, an individual should have knowledge of SharePoint software; Internet software; Excel Spreadsheet software; Word/PowerPoint software; and working knowledge of power plant control systems, SCADA systems.
