Construction Contract Manager - High-Speed Rail The candidate will determine change order merit, evaluate and estimate the level of effort for hours and costs, negotiate with the contractor and write up Findings of Facts and Records of Negotiation. Will draft documents to support the change order dispute resolution process up through and including arbitration. Investigates and draft finding of fact documents based on the terms and conditions of the Contract agreement. Ability to understand the Design-Build delivery method being used, and coordinate responses based on the Contract terms and conditions. Establish and maintain professional business relations with clients. Lead a team in the analysis or preparation of complex construction claims, being responsible for the deliverable to the client, whether it be a report, presentation or expert testimony. Interface effectively with clients, coworkers, and others.
Qualification and Experience
The candidate should have 10+ years of construction claims supervisor experience. Must have Juris Doctor (JD). A Bachelor of Science in Construction Management, Civil/Mechanical/Electrical Engineering or related field is required. Heavy Highway or Building construction experience preferred. Knowledge and ability to quickly understand principles of construction and contractor means and methods are required. Exceptional written and verbal communications and organizational skills are a must. Experience testifying in court or binding arbitration is preferred. Strong experience with P3 or P6 is desired. Experience in large, complex construction projects is a plus. Should preferably have extensive experience in Project Controls, CPM scheduling, delay analysis, productivity analysis, claims and dispute resolution.
