Administrative Law Judge - Attorney The candidate conducts statutorily mandated administrative hearings and ensures procedural matters are adequately addressed and the evidence presented is sufficiently addressed in the findings of fact and conclusions of law on behalf of the IBTR, may assist the attorney in complex, highly contentious appeals. Hears real and personal property assessment appeals that involve the most complex residential properties, the largest commercial properties, industrial properties, and routine deduction and exemption appeals. Reads and reviews relevant documents prior to the hearing, conducts the hearing, rules on evidence and ensures due process; weighs evidence, relying on sound judgment and the application of appropriate appraisal and accounting techniques and the proper laws, rules and precedents; prepares findings of facts and conclusions of law that may be appealed to the Indiana Tax Court. Acts as the senior or "lead" administrative law judge on especially large and complex assignments and may act as an advisor to other division administrative law judges. Drafts and compiles the response to routine discovery requests for the Board. Works directly with the Attorney General's office in dealing with technical matters. Assists in negotiations of settlement agreements, when appropriate. Performs related duties and/or special projects as required. A graduate degree in law and admission to Indiana State Bar is needed. Strong oral and excellent written communication skills, including the ability to speak before the general public clearly and concisely, and the ability to express and explain, in writing, complex and technical matters in proper legal form is needed. Knowledge of Indiana tax laws, rules, and precedents are needed. Knowledge of the rules of evidence and hearing procedures are needed. Working knowledge of computers, spreadsheets and word processing programs are needed.
