Timber Resource Specialist Duties: The candidate will be responsible for the complete and detailed administrative review of all portions of Forest timber sale packages. Provides technical subject matter expertise, direction, and training to the business management resource section to ensure that all business management features of the timber sale contract are adhered to and compliance is satisfactory throughout the life of the sale. Assists the Contracting Officer and Forest Service Representative in developing contract modifications, changes, and revisions to legal standards. Reviews contract modifications, correspondence and other documents. Be the Forest expert on all timber sale accounting issues and routinely works with the Automated Timber Sale Accounting (ATSA) system as well as all related interactive and independent computer systems necessary for proper accounting on timber sales, stewardship contracts, and other forest product contracts and permits. Ensures correct administration of timber sale account, bonding, and transfers of collected funds. Routinely interacts with timber sale purchasers, contractors, and permittees to interpret and explain all financial aspects of contract and permit administration. Drafts routine correspondence and modifications to contracts. Serves as a team member in conducting accountability reviews and financial audits.
Qualification and Experience
For GS-07: The candidate must have 1 year of specialized experience equivalent to at least the GS0-5 grade level performing Timber Resource Specialist work;
One full year of successfully completed graduate level education (18 semester hours or 27 quarter hours) in a field directly related to the position (such as accounting, business, finance, law, contracts, purchasing, and economics);
an appropriate combination of graduate level education and specialized experience;
Superior Academic Achievement: The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
Examples of specialized experience are: Assisting with reviewing financial aspects of a completed sale contract for contract closure; Ensuring collection of revenues and deposits are billed, collected and deposited to proper accounts; Assisting with opening and reviewing sealed bids for compliance with regulations, instructions and determination of the high bidder.
For GS-09: The candidate must have 1 year of specialized experience equivalent to at least the GS-07 grade level performing Timber Resource Specialist Work;
A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. degree in a field directly related to the position (such as accounting, business, finance, law, contracts, purchasing, and economics);
an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours or 27 credit hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
Examples of specialized experience are: Ensuring the correction of scale tickets and final corrections to the edit files are valid; Tracking all timber sale financial collections and assuring they are processed in databases such as ATSA and FMMI; Performing the work relating to the input, output, review, and analysis, posting and adjustments of the accounts; Analyzing timber sale contracts and auditing timber sale statements of account to assure documents comply with appraisal, current direction, procedures, laws, and regulations. Knowledge of the sale auction procedure to participate in oral or sealed bid auctions.
