Forest Fire Management Officer (Moderate Complexity), GS 11-12
Duties: The candidate will serve as a member of the Forest Leadership Team, which is responsible for the coordination and development of overall long-range forest planning. Provide technical advice, development of forest land management goals and objectives, including formulation of local policies and objectives. Direct all aspects of the unit's fire, training, and aviation programs. Strategize and initiate effort to assure program continuity through recruitment, employee development and retention Provide technical and administrative supervision to a highly skilled fire staff consisting of several program experts and specialists. Provide leadership in the fire safety program in a doctrinal principles based approach. Perform program oversight by working with the districts, region and other forest program personnel and staff areas to develop integrated work plans, and monitor and review subunit programs. Coordinate the involvement of fire management input into the development of land management plans and analyses. Review and evaluate fire management plans for technical soundness and adequacy in accordance with regional and national policies. Direct and supervise all phases of budget management to assure balance in the organization at varying levels of funding, and initiates changes as appropriate. Coordinate, prioritize and allocate funding for fire facilities, equipment, and fleet. Coordinate and negotiate the development of local annual operating plans to implement cooperative fire protection agreements with other federal, tribal, state and local agencies. Provide advice and counsel to the line officers on the development of strategies and appropriate course of actions for all incidents consistent with direction in the Forest Plan and agency policies.

Qualification and Experience

Qualifications:
For GS-11: The candidate must have 1+ full year of specialized experience equivalent to the GS-09 grade level in the Federal service. Examples of Specialized experience include: Managing or assisting with a component of a wildland and/or prescribed fire management program; Assisting in developing and implementing a partial fire program budget taking into consideration changing priorities; Implementing agreements with cooperators; and Maintaining relationships with entities external to the organization regarding fire management program issues.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. and the coursework is directly related to the work of the position (such as forestry, range management, agriculture). The education must have been obtained in an accredited college or university.
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) and the coursework is directly related to the work of the position (such as forestry, range management, agriculture). The education must have been obtained in an accredited college or university.

For GS-12: The candidate must have 1+ full year of specialized experience equivalent to the GS-11 grade level in the Federal service.
