Policy Counsel
The candidate works in collaboration with interdepartmental disciplinary teams and with national coalition partners to formulate, coordinate and lead legislative and agency strategies to pursue transformative policy change to further civil rights. Will work primarily (80%) with the Employment Task Force. The focus of the position will be on promoting workplace rights and protections for all working people, and building worker power specifically for Black and Brown communities, women, LGBTQ individuals, people with disabilities, older workers, and other working people from communities that have historically been excluded from—or marginalized within—the paid labor force. Will be knowledgeable about a wide range of workplace rights issues as well as federal employment, labor, and anti-discrimination law. In addition, will provide support (20%) to the Healthcare Task Force and identify areas of collaboration across The Leadership Conference task forces. Will also be responsible for responding to emerging priorities in these areas as identified by the Executive Vice President (EVP) of Government Affairs, in consultation with the Senior Policy Counsel for Employment. Researches and drafts legal memoranda on federal bills and proposed administrative rules and regulations affecting the rights of working people. Lobbies members of Congress, their staff, and administration officials to support coalition positions on pending legislation and policy initiatives. Assists in the coordination of policy briefings for Congressional and Executive Branch staff. Provides in-depth analysis of current federal and state workplace rights and healthcare issues and legislation, as needed. Writes and/or edits position papers, public comments, coalition advocacy letters, and other documents related to coalition priorities. Assists in the development of educational materials, including reports, policy statements, congressional testimony, and talking points to educate policymakers and the general public on coalition priority issues. Assists the Senior Policy Counsel for Employment to convene and facilitate meetings of civil and human rights organizations to address timely public policy issues and to reach consensus positions. Provides staff support for the Employment Task Force and the task force chairpersons, to include convening and facilitating working groups of the Employment Task Force. Provides support for the Healthcare Task Force and the task force chairpersons, in cooperation with the Policy Analyst. Provides strategic guidance to the Employment team concerning legislative and administrative priorities. This is a lobbying position. After hiring, the Policy Counsel will need to register as a federal lobbyist. Should have JD degree. Must have 3+ years of combined experience working on legislative and policy matters. Should have working knowledge of federal employment, labor, and anti-discrimination law, and healthcare issues, including through a racial and gender justice lens. Must have an understanding of issues relating to law, public policy and the strategies and tools needed to achieve policy change using federal legislative, administrative and regulatory processes. Hill experience is preferred.
