Management And Program Analyst - GS 9 – 11 The candidate will be assisting with contract activities to include designing and implementing planning and controls for the submission of data. Assess and monitor acquisitions and contracting requirements for USCIS enterprise services. Develop and maintaining documentation related to the execution and administration of contracts, including developing internal procedures. Analyzing contract issues, recommending solutions, and presenting recommendations to management for discussion and approval. Utilizing project management methodologies to aide in the initiation, planning, execution, control and closure of a project within a given time frame. Forming the basis of budget and program resource requests and decisions, and tracking, accounting and evaluating fiscal data.

Qualification and Experience

The candidate should have following qualifications: GS-09: Must possess 1 year of specialized experience, which is equivalent to the GS-07 level in the federal government, that equipped with the skills needed to successfully perform the duties of the position. Must have experience performing the following duties: Assisting with analyzing vendor or service provider contract responsibilities, assessment of vendor contract fulfillment, and documentation of related variances and correspondence; Assisting in evaluating vendor or service provider issues and in developing recommendations to be proposed to management, to include development of presentation documents such as charts, graphs and key bullet points; Coordinating and communicating with various supervisors, managers and program staff to assist with program planning and execution; Assisting with the development of budget planning and controls and budget development and submission. OR May substitute a Master's degree or two full years of progressively higher-level graduate education leading to such a degree in a qualifying field or a J.D. or L.L.B. degree for the experience required at the GS-09 grade level. GS-11: In Addition to the requirements at the lower grade level(s), qualify at the GS-11 level if possess 1 year of specialized experience, which is equivalent to the GS-09 level in the federal government, that equipped with the skills needed to successfully perform the duties of the position. Must have experience performing the following duties: Analyzing vendor or service provider contract responsibilities, assess vendor contract fulfillment, and document related variances, correspondence and corrective actions taken; Evaluating vendor or service provider issues, develop and propose recommendations to management; Coordinating and communicate with various supervisors, managers and program staff as well as other internal stakeholders to assist with process development, program planning and execution; Developing tracking mechanisms to track financial data and complete invoice reviews. OR May substitute a doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in a qualifying field for experience at the GS-11 grade level.
