Subcontract Adminstrator II The candidate will be responsible for soliciting, negotiating, awarding and administering mid- to high-level subcontracts and independently providing procurement services and support for Laboratory customers. Responsibilities include: pre-procurement planning with customer, pre-proposal conferences, solicitation process, leadership of subcontract negotiations, award of various types of subcontracts, and post award subcontract administration. May include assignment of complex purchase orders. Uses considerable discretion and judgement to develop best approach to solution based on accumulated contracting experience and knowledge. Work is managed to ensure that assignments are completed. Work is governed by and must meet the quality standards of NRELâ€™s standard procurement practices and procedures. Supports one or more customers as fully competent staff providing a full range of procurement services. Manages medium- to high-value subcontracts / agreements as a mid-level procurement professional. Occasionally trains, guides and mentors junior Procurement staff. Fully competent with all standard procurement practices and procedures, as well as all relevant business systems. Second level for this professional field of subcontract administration.
Qualification and Experience
The candidate should have relevant Bachelor's Degree and 5+ years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 3+ years of experience or equivalent relevant education/experience. Or, relevant PhD or equivalent relevant education/experience. Or, relevant JD or equivalent relevant education/experience. Must have complete understanding and wide application of technical principles, theories and concepts in the field. Should have general knowledge of other related disciplines. Must have considerable knowledge of laws, regulations, principles, procedures and practices related to specific field. Should have strong leadership, project management and problem solving skills. Ability to use various computer software programs is required.
