Contracts Manager Duties: Administration of contract agreements, which will require multi-tasking on multiple projects and contracts. Support new business development by preparing the Cost Volume of proposals and conducting all pre-submission communications with the Government or Prime contractor. Support Contract Manager peer and Proposal Managers in the drafting of data calls and instructions to teammates for prime proposals. Review, evaluate, and understand RFP and SOW documents to identify contracting requirements. Prepare contract documents, ensure appropriate contract flowdowns and terms and conditions are incorporated into agreements and subcontracts. Issue, negotiate, and administer contract agreements, task orders, and modifications through final subcontract close out. Ensure contractor compliance with federal regulations and contract terms. Maintain internal files, filing system, and internal databases in accordance with company practices. Monitor contract performance, including the management of deliverables, scheduled milestones, and proper invoicing. Identify issues and escalate to appropriate leadership. Other related duties as needed.
Qualification and Experience
Qualifications: Bachelor’s degree in Business Administration or related field. 6+ years of DoD and/or Intelligence Community (IC) prime contracts administration or related experience. Strong computer skills; proficient in the use of MS Office including Word, Excel, and Outlook. Ability to perform work with general guidance and supervision. Working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFARS) and related federal and state legislation and regulations. Experience with NDAs and Teaming Agreements. Basic knowledge of business law, contractual terms and conditions, and how to mitigate risk. Demonstrated ability to multi-task, effectively manage time, and keep pace in a dynamic environment while staying organized and following up on critical items for multiple, often simultaneous, projects. Independently motivated, detail-oriented, and schedule-driven with demonstrated ability to meet deadlines. Strong communication (oral and written) and interpersonal skills, including strong writing and editing skills with attention to detail. Active TS/SCI level security clearance with the Department of Defense. DESIRED: Supervisor or management experience. 8-10+ years of DoD and/or Intelligence Community prime contracts administration. JD Degree or Master’s degree in business or similar field. Experience with Unanet or Deltek. Experience with License Agreements, and negotiating various types of other agreements. Knowledge and understanding of Federal Government contracting and the full life-cycle of the supply chain process and practices. Knowledge of and experience supporting the proposal process for Department of Defense and/or the Intelligence Community.
