Facility Quality Manager The candidate will provide Quality Assurance/Management programs/procedure field support to assigned Research and Operations groups in the following areas: Corrective Action Process – Serve on teams to provide guidance in the development of corrective actions and causal analysis processes resulting from event investigations and assessments. Serve primary role for managing, verifying and performing effectiveness reviews for corrective actions. Support ESH&Q Office and research operations in tracking/trending incidents, assessments, concerns, inspections, etc. Provide quality assurance for Integrated Safety Management and Environmental Management Systems via representative sampling of the implementation of the supporting programs and procedures. Measuring and Test Equipment (M&TE) coordination – Identify measuring and test equipment and associated calibration requirements, establish calibration protocols, establish calibration standards, and track M&TE status. Assessments/Self-assessments – Plan, perform and coordinate assessments (e.g., ISO assessment, DOE surveillances, self-assessments, observational monitoring, etc.). Best Practices/Lessons Learned (LL) – Identify, document, and disseminate best practices and LL. Work with other FQMs to identify best practice/LL based on trends and document for dissemination. Coordinate with the NREL LL points of contact for the DOE Corporate database to submit LL for internal and DOE-wide dissemination. Document Control/Records Management – Provide quality assurance of document control and records management processes for facility specific documents and records. Process Development/Improvement projects – Identify processes needing to be established or improved and facilitate process development/improvement activities. Quality training – develop and/or provide quality-related training to facility operations staff and research staff. Coordinate with research staff on implementing the quality aspects of the conduct of research process. Construction quality – participate in and manage quality assurance activities related to design/construction activities occurring in their respective facilities. Participate in facility planning and operations – Attend plan of the week meetings and other essential meetings for the organizations to which you support, participate in readiness verifications, work with ESH and research management/staff and additional personnel as required to plan and implement proposed research projects and activities in accordance with the conduct of research principles. Lab Inspections – participates in lab inspections with ESH and research management/staff. Works with ESH and research and operations staff/management to identify, investigate, and resolve inspection issue trends. Configuration Management – Support Research Operations Directors in developing and implementing a facility configuration management/change control process. Monitor processes for effectiveness, reliability, and efficiency. Maintenance Management – Assist in the implementation of facility maintenance management processes, as appropriate. Input into lab-wide system development and improvement – provide input into lab-wide quality related process development, implementation, and improvement activities. Review draft lab-level policies, procedures and forms as requested. Support special projects and initiatives led by the ESH&Q Office or the Research Operations team.

Qualification and Experience

The candidate must have Bachelor's Degree and 9+ years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7+ years of experience or equivalent relevant education/experience. Or, relevant PhD and 4+ years of experience or equivalent relevant education/experience. Or, relevant JD degree and 4+ years of experience or equivalent relevant education/experience. Must have extensive knowledge of laws, regulations, principles, procedures and practices related to specific field. Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field preferred. Master’s degree in a scientific or technical discipline is required; or a combination of bachelor’s degree, professional certification, and relevant experience. Experience with multiple Quality Management Systems desired (e.g., ISO-9001, ISO-14001, OHSAS 18001, ISO-17025, ANSI-Z1.13, DOE O 414.1, CMMI, etc.).
