Export Control Manager The candidate will be responsible for export compliance with U.S. and Non-U.S. laws and regulations. Will manage and oversee all aspects of Aurora's export and import licensing and compliance requirements in accordance and in concert with U.S. Government laws and regulations and Aurora corporate policies and procedures. Collaborate with cross functional team members across firm and subsidiaries to efficiently and effectively develop, execute and manage export and import licensing compliance and outcomes. Work with U.S. Government agencies and departments to ensure compliance with trade and export licensing regulations including: Drafting, implementing and enforcing successful internal governance, policies and procedures to mitigate the impact of external factors. Participating in trade compliance audits and/or investigations of export and import activities. Researching, analyzing and interpreting U.S. and Non-U.S. international trade regulations and laws (including ITAR, MTCR, EAR, OFAC, Customs) and in determining their effect on operations. Serving as Aurora’s focal point for U.S. Export and Customs inquiries. Maintaining and updating company’s export compliance manual, export control and data privacy procedures, and policies. Providing day-to-day assistance, communications, briefings, awareness, and compliance training to company personnel on license/agreement, provisos/limitations, ITAR, EAR, OFAC and other import/export laws. Participating in and supporting international business opportunities to ensure compliance with all required regulations. Reviewing technical data that is being proposed for export to assess technical content and make appropriate export license determination. Assisting programs and subsidiaries with export classification, commodity jurisdictions, development and execution of training programs. Participating in and leading the vetting process for company representatives to ensure compliance with FCPA.
Qualification and Experience
The candidate must have Bachelor's degree in Law or JD degree. MA or BS in Business Administration is preferred. Should have 7+ years of direct export licensing and compliance experience. Must have demonstrated extensive knowledge and experience of: U.S. Department of State, Directorate of Defense Trade Controls ("DDTC"); International Traffic in Arms Regulations ("ITAR"); Missiles Technology Control Regime ("MTCR"); U.S. Department of Commerce, Bureau of Industry and Security ("BIS"), Export Administration Regulations ("EAR"), Foreign Corrupt Practices Act ("FCPA"); U.S. Department of Treasury, Office of Foreign Assets Control (OFAC); Customs, and other U.S. and Non-U.S. laws and regulations dealing with export, customs, and sanctions and licensing. Knowledge of state and federal data privacy laws and regulations is required. Direct and extensive experience in Departments of State and Commerce export licenses and agreement preparation, submission management, and recordkeeping is needed. Broad legal knowledge (corporate law, litigations, labor law, etc.), in-depth understanding of how legal issues affect organizations and demonstrated ability to develop legal strategy and objectives is must. Knowledge of D-Trade and SNAP-R is essential.
