Senior Director, Program Development and Compliance The candidate will responsible for district and program development, program management and board engagement, government agency agreements, resolutions, and ordinances, and other activities, which allow the operation of the Firm Works property assessed clean energy financing program (acquisition) and ensure the uninterrupted operation of the program after adoption and approval (retention). Will review and analysis of state and local laws, government agency documents and agreements including but not limited to assessment contracts, resolutions, ordinances, tax collection agreements and other documents essential for program development, district formation, and delivery of program documents and agreements. Develop and expand Firm programs in the region and designated markets by reviewing and analyzing state and local laws, government agency documents and agreements. Assists Vice President with program development in new and existing markets including formation of new PACE districts and boards, including the delivery of required agency and program documents and agreements, program management and coordination of activities related to program implementation and operational launch. Develop and deliver program policies, procedures, and documentation for the implementation of new and expanded programs. Assists Vice President with ongoing program management including development of agendas and reports and PACE board engagement. Other activities related to district and board obligations and coordination. As directed, coordinate with finance/capital markets and legal departments. As directed, coordinates with legislative and regulatory affairs positions to develop and execute comprehensive advocacy strategies to shape legislative and policies affecting program development including as directed the direct lobbying and engagement of third party groups and coalitions. Proactively evaluate the political environment and represent Firm as directed in matters of state legislation and regulations that impact program development and the organization. Determine where legislative and regulatory action is advisable and make recommendations on Firm action. Partner with Firmâ€™s Advocacy and Policy team to understand and develop creative legislative, regulatory, policy, and programs to drive business objectives in the region. Develop relationships as directed with regional 3rd party advocates and engage them in support of issues, policies, and legislative and regulatory action as needed to support the initiatives and efforts of Government Affairs and Government Relations. Collaborate as directed in designing and implementing legislative strategies on key issues impacting Firm. Assist Vice-President in managing resources and key relationships to meet corporate and geographic expansion goals.
Qualification and Experience
The candidate should have Bachelorâ€™s degree in political science (or related field) or equivalent work experience. Law degree or Masterâ€™s degree is preferred. Must have 5+ years as an attorney, paralegal, employee, influencer, lobbyist or senior staff to an elected official working in local and/or state government. Should have 5+ years of experience interacting with, supporting or working for a state or local government body and Knowledge of the workings of local government, legislative and policy making processes. Skills operating a computer, phone and automobile is essential.
