Profile

Loan Specialist (RLTY), GS 07 - 11 The candidate will be responsible for servicing loans covering the full range of multi-family housing (MFH) properties funded through MFH loans and/or grants issued through USDA Rural Development (RD); serves as contact for all loan servicing inquiries, actions and problems; typical contacts include developers, owners, management teams, tenants, state, local and/or other Federal agencies etc. Responsible for borrower account audit and reviews, audit/review of annual financial statements, audit reports and operating budgets to ensure compliance with applicable loan and grant documents. Evaluates the adequacy of project management, provides guidance on the scope of property management necessary to meet program objectives; conducts site and security inspections, and all other compliance and file reviews as required under RD programs. Underwrites and approves guaranteed or direct loan and grants under the RD single-family housing program (SFH). May also be responsible for applicable servicing activities under the SFH program. Traveling is required.

Qualification and Experience

The candidate must have the following qualifications:
For the GS-9 grade level: Must have 1+ year of specialized experience comparable to the GS-7 grade level in the Federal service regularly examining applications, supporting documents, and credit reports; knowledge of loan making/servicing and credit principles and practices in order to review the fundamental soundness of loans and maintain servicing activities on a variety of loans. Experience may have been gained in work equivalent to reviewing and passing upon applications for a variety of loans and by servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; or similar work OR Two full years of progressively higher level graduate education, or master's or equivalent degree (such as an LL.B or J.D.).

For the GS-11 grade level: Must have 1+ year of specialized experience comparable to the GS-9 grade level in the Federal service reflecting extensive knowledge of loan making/servicing and credit principles and practices in order to review and approve loans; extensive experience in the full range of loan and grant servicing functions. Extensive experience performing financial analysis, credit counselling, marketing and outreach; equivalent non-federal experience that may have been gained servicing a loan portfolio of a bank or other loan association. OR Ph.D., or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
