Contracts Manager The candidate will negotiate and approve Compusearch client contracts, subcontracts, consultant agreements, teaming and confidentiality agreements and contract related procurements. Will review and approve negotiated deviations from standard terms and conditions, consulting with the Chief Financial and Administrative Officer, General Counsel, and outside legal counsel when appropriate. Coordinate, manage and approve proposalcost s and client quotes. Provide advice and recommendations to the Company’s Officers, Directors, project managers, and proposal development staff to ensure contractual and regulatory compliance. Identify contractual and compliance risks in proposed business initiatives including recommended mitigations. Think independently and provide others with convincing and persuasive evidence that supports a stated acquisition strategy or position. Administer the Company’s GSA IT70 Schedules. Supervise Contract Specialist staff including their professional development and performance management. File and enforce copyright, trade-mark and patent applications to protect the Company’s intellectual property. Interface with, and obtain guidance from, the Company’s outside legal counsel when required. Develop and enforce company and departmental procedures relating to contract compliance and business administration. Maintain and expand client relationships through the delivery of high quality work. Work closely with the Director of Contracts, Account Managers and Business Operations team.
Qualification and Experience
The candidate should have B.A or B.S. in the contracts, business, paralegal, or related fields. Should have 7+ years of experience in government contracts, subcontracts and procurement management, including experience in the management of moderately complex multi-year, multi-million dollar IDIQ, T&M, and FFP contracts. Knowledge of Federal acquisition laws and regulations, including the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation (DFAR) is essential. Experience applying organizational standards when developing requests for proposals, negotiating terms and drafting contracts is essential. Excellent written and verbal communication skill is essential. Should be proficient in Microsoft Word, Excel and PowerPoint. CFCM or CPCM Certification is desired. Master’s Degree in the contracts, business, or paralegal field is desired. Top Secret Security Clearance is desired. Previous Employment with a Commercial Software Product Company is desired.
