Profile

Associate General Counsel - Government Programs (Medicare/ Medicaid) Duties: Provide necessary in-house legal services to support the Government Programs Segment (Medicare, Medicaid, FEP). Negotiate and draft contracts, including, provider contracts, vendor contracts, and software licensing agreements. Advise various divisions/departments concerning healthcare and corporate issues including statutory and regulatory compliance, litigation avoidance, and corrective action. Supervise responses to DOI, attorney, provider, and member complaints, including drafting responses, reviewing responses drafted by paralegal and/or research assistants, and consulting with other employees on responses. Represent the Plan at certain local and national conferences, as needed. Perform public speaking activities both in the Plan and to community organizations concerning relevant legal and healthcare issues. Gather and analyze data for special risk management projects. Work with Internal Audit and other departments regarding fraud investigation and prosecution.

Qualification and Experience

Requirements: JD Degree from an ABA Approved Law School. Active, current, and unrestricted license to practice law in the State of Arizona. 5 years of experience in the legal field. 2 years of experience in healthcare regulatory work and/or healthcare related corporate or government agency work. Admission to State Bar. Preferred: 10 years of experience in a legal field. 5 years of experience in the healthcare industry with an emphasis on Medicaid and Medicare programs. 2 years of experience with healthcare provider contracts for managed care plans, including value-based and risk sharing reimbursement arrangements. Preferred: Master’s Degree in health care administration, public health, business or related field of study. Intermediate skill in use of office equipment, including copies, fax machines, scanner and telephones. Intermediate PC proficiency. Intermediate proficiency in spreadsheet, database, and word processing. Required Professional Competencies. Maintain confidentiality and privacy. Analytical knowledge necessary to generate reports based on available data and then make decisions based on reported data. Capable of legal and analytical research. Practice interpersonal and active listening to achieve high customer satisfaction and departmental communication standards. Establish and maintain working relationships in a collaborative team environment. Required Leadership Experience and Competencies. Make use of employees’ skill and abilities to deliver business objectives. Knowledge of a wide range of subjects pertaining to the organization’s service and operations.
