Associate General Counsel The candidate will perform legal research, provide legal advice, and prepare related legal documents (contracts, intergovernmental agreements, operational protocols, and agency policies) consistent with state and federal law regarding all aspects of the administration of the program. Without limitation, other subjects may include provider claim disputes, review of and preparation of comments on proposed federal regulations and state legislation, review of managed care contracts, interpretation and assistance with the drafting of State Plan amendments, and providing legal advice to various departments within the agency. Represent the Agency in various judicial and administrative proceedings regarding the administration of the program including representation before the Arizona Office of Administrative Hearings regarding eligibility, covered services, and claim disputes, and before State Courts relating to petitions for the review of administrative decisions. Negotiate and drafting of settlement agreements and correspondence relating to diverse contested matters. Review of proposed state and federal statutes and regulations affecting the program and advise the administration and Governorâ€™s Office of potential impacts. Assist with the drafting of formal administrative rules and policy consistent with program requirements and agency objectives. Knowledge of public records and health information privacy is essential. Must have 3+ years in the practice of law. Should have experience in healthcare law, administrative law, and/or representation of governmental entities. Must have experience with lead attorney responsibilities representing governmental agencies and appearing before regulatory and administrative bodies. Experience providing legal advice to executive and mid-level management in a complex and dynamic organization is essential.
