Attorney-Adviser (Contract) - GS 13 – 14 The candidate serves in a variety of capacities in the Business Law Division. Areas of expertise include to acquisition policy, award and administration of contracts, service contracts, intellectual property issues, fraud, contract litigation, and international law issues affecting contracting operations. Furnish legal counsel, guidance, and advice in complex and difficult policy matters regarding all phases of acquisition law, including acquisition planning, contract award, contract administration, and contract litigation. Research and provide legal advice on policy issues related to financial assistance instruments (grants and cooperative agreements), and other transactional authority instruments. Render advice as necessary pertaining to Freedom of Information Act (FOIA) issues involving acquisitions. Exercise independent discretion and judgment in the preparation of necessary legal documents and the development of conclusion and recommendations. Serve as a Procurement Fraud Advisor, performing all duties related to coordinating with the Command Fraud Officials.

Qualification and Experience

The candidate should have following qualifications: In order to qualify, must meet the education and requirements described below.
The following minimum qualification requirements must be met before applicants are eligible for further consideration. Education: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (L.L.B or J.D.). Bar Membership: Must currently a member in good standing of a bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico, (Official certificate and/or letter showing that are a member in good standing of the Bar.
GS-13 Experience: Must have 2+ years of professional legal experience, acquired after being admitted to the bar; commensurate with the duties and responsibilities of this position. Examples of this experience are: (1) providing legal advice and representation during contract litigation, (2) advising senior officials (O-6 and above / GS-15 and above) on contract-related issues, (3) providing legal reviews of and business counsel on commercial activities, (4) participating as a legal advisor and consultant in all aspects of acquisition planning, (5) providing competent business advice to a contracting staff during the peer review process for acquisitions, (6) conducting legal research and providing oral and written opinions on the full gamut of contract matters, and (7) working with and/or on litigation teams that deal with protests, appeals, or other contract litigation. GS-14 Experience: Must have 3+ years of professional legal experience, acquired after being admitted to the Bar; commensurate with the duties and responsibilities of this position. Examples of this experience are: (1) providing acquisition policy guidance, counsel, and support to senior officials (O-6 and above / GS-15 and above) for major and non-major procurements, (2) providing oral and written advice concerning post-award contract matters including claims, disputes, bankruptcies, terminations, appeals, extra-ordinary relief, and litigation, (3) providing legal support to source selection evaluation boards, (4) providing advice concerning the Freedom of Information Act and the Privacy Act, (5) providing legal support on policies and issues affecting overseas contracting operations, (6) supporting coordination with the Department of the Army, the Department of Justice and other civil and criminal investigative agencies in cases related to procurement improprieties and fraud, and (7) providing advice and counsel on international law issues affecting contracting operations.
Time in Grade Requirement GS-13: Applicants currently employed as an Attorney by the Federal government must have completed one year of time-in-grade at the GS-12 or the equivalent within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.
Time in Grade Requirement GS-14: Applicants currently employed as an Attorney by the Federal government must have completed one year of time-in-grade at the GS-13 or the equivalent within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.
