Acquisition and Business Specialist, NQ 02 Duties: The candidate will provide technical support and guidance to OST management in the area of procurement, administers a number of OST supply and service contracts, collect and analyze financial and procurement data in order to address contract administration actions/issues, and financial monthly reconciliation of invoices and payments for PCard and contracts. Review assigned Office of Secure Transportation purchase request (PR) to determine contracting action for a variety of supply, service, and/or construction requirements that can range from standard items to specialized items and/or services needed to support training, logistics, facility operations, information technology etc. Work with requestors to provide acquisition guidance based upon the Federal Acquisition Regulations (FAR)in order to develop and/or assists with requirement documents such as market research and development of Memorandums of Understanding, Statement of Work, Independent Cost Estimate, Justification for Full and Open Competition, and other types of contractual documents. Lead a team in the acquisition process in order to support management goals. This includes setting up pre-planning meetings with customer, documenting actions from the meeting, and following up to close actions. Serve as the Contracting Officer Representative (COR) for various OST contracts which include the following duties: develops specific task assignments, evaluates performance, cost analyses, assures interorganizational coordination and oversight of contractor activities. Serve as an OST purchase cardholder with contracting officer limits in order to place awards for small purchases, reconciling monthly credit card statements and financial balances within DOE financial system, and closing of the order.

Qualification and Experience

Qualifications:
Specialized experience: Must have 1+ year of specialized experience at or equivalent to the next lower NNSA demostration project pay band or GS in the Federal Service i.e., GS-7 level or NQ-01. This position does not have a positive education requirement. However, completion of two full years of graduate education or all of the requirements for a master's (or higher) degree in a field directly related to budget analysis work (e.g., business administration, accounting, finance, or similar) may be substituted in full for the specialized experience requirements for NQ-02. Equivalent combinations of graduate education and specialized experience are also creditable for NQ-02. Experience evaluating the Federal Acquisitions Regulations in order to determine suggested type of acquisitions based on program requirements and thresholds. Experience in preparing and/or collaborating with program managers regarding supporting documentation such as SOW, Independent Cost Estimate, Sole Source Justification, and other applicable documents across all phases of the acquisition process in order to make award. Experience serving as a government Purchase Card holder in executing numerous (over 20 orders/mo.) government purchase card orders based on regulations and policies, especially para-military equipment. Experience serving as a Contracting Officer Representative in various types of contracts. Experience in government budget and financial management in order to compile, analyze, and evaluate budget and financial data of contracts and reconcile multiple funding accounts as necessary which may be multi-year funding, or various line of accounting against contract terms and conditions. Experience in effectively communicating in writing and orally regarding advisement, recommendations and conclusions to persuade and/or guide to achieve program objectives and encourage understanding and acceptance of findings and recommendations at various levels of the organization.

Education: Two full academic years of progressively higher level graduate education leading to a Master's degree OR a Master's degree or equivalent graduate degree OR LL.B or J.D., may be substituted for the specialized experience for the NQ-2 level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Knowledge, Skills and Abilities: Knowledge of a wide range of contracting methods and contract types to plan and execute pre-award and/or post-award procurement actions. Knowledge of Federal Acquisition Regulation and other acquisition related policies or procedures. Knowledge of budget and financial management principles, practices, and techniques in order to compile, analyze, and evaluate budget and financial data of contracts and reconcile multiple funding accounts. Ability to effectively communicate in writing or orally regarding advisement, recommendations and conclusions to persuade and/or guide to achieve program objectives.
