SALARY RANGE: $9,340.00 - $11,353.00 PER MONTH ($112,080 - $136,236 ANNUALLY) DOQ/DOE

The Marin Municipal Water District is recruiting for a Staff Attorney I, a position that offers all of the above and much more. The successful candidate will have a demonstrated interest in municipal, government and/or water law, be a good collaborator and team player adept at building solid professional working relationships and possess excellent analytical, written and oral communication skills. THE JOB:

This mid-management position is under the supervision and direction of the District’s General Counsel who works collaboratively to provide legal advice and opinions to the Board of Directors, Committees, General Manager and staff. The job offers an opportunity to work on a myriad of public agency /governmental law issues and develop a solid foundation in California municipal law. Listed below are some examples of the work the Staff Attorney I will perform:

·Researches and provides oral and written legal advice on a broad range of legalissues; recommends changes in policies and procedures in order to meet legalrequirements.

·Studies, interprets, analyzes and applies laws, ordinances and regulations inadvising and preparing opinions and documents.

·Renders advice and assistance in the administration of the liability claims riskmanagement and insurance programs.

·Represents the District in judicial and administrative proceedings such as trials,arbitrations and hearings.

·Prepares all forms of pleadings including motions, points and authorities andbriefs.

·Prepares draft documents, and reviews a variety of legal documents includingcontracts, leases, MOU's, security instruments, indentures and deeds;participates or conduct negotiations on the terms of such documents andinstruments.

·Reviews new and proposed State and Federal legislation and administrativeregulations and advises District officials on the potential impacts to Districtoperations.

·Drafts resolutions and ordinances for adoption by the Board of Directors.

·Attends Board and Committee meetings and meetings with District staff andrepresentatives of outside agencies and parties; makes Board presentations.

·Responds to employment and labor relations, environmental, water andmunicipal law matters.

·Coordinates activities with those of other departments, outside agencies andorganizations; reviews and coordinates work of outside legal counsel on litigationmatters.

·Performs related duties as assigned or required.

MINIMUM QUALIFICATIONS:

In addition to the skills and attributes mentioned above, the ideal candidate will also have work experience in municipal, water or government agency or private firm representing those agencies. The ideal candidate will meet the following minimum qualifications:

·Member of the California Bar

·Juris Doctorate from a California and ABA accredited law school or equivalent;

·Six months of experience working as an attorney, law clerk, intern and/or externinside a public or municipal agency, a local/state government agency or a lawfirm that provides advice and counsel to those agencies;

·Depending upon assignment, a valid California driver's license.

THE DISTRICT AND THE LEGAL DIVISION: The District is a medium sized, municipal, water agency with a Board of Directors/General Manager form of government, 244 full time employees and a $120,000,000 combined annual operating and capital budget for FY 2018.
