Profile

Contract Specialist Duties: The candidate will provide formal advertising and negotiating methods of contracting support and guidance to customers and team members and perform pre-award and post-award functions using a wide range of contracting methods and types to procure complex purchases. This includes the creation and application of source selection plans, the award and administration of contracts of multiple types, special pricing of Government furnished property, and/or presence of unfavorable market conditions in supplies, services, equipment and/or construction. Serve as the acquisition business adviser on contract matters and may serve as a lead on project management teams. May negotiate prices, quantities, and delivery terms with Contractors. Will be responsible for documenting records of negotiation, source selection, and the determination of prices being fair and reasonable. Be responsible for interpretation and explanation of the federal acquisition regulation, Department of the Interior acquisition policy, and Agency acquisition policy to internal and external audiences including all necessary and required labor laws. Represent the interest of the government in meetings and with various stakeholders within and outside of the Agency.

Qualification and Experience

Qualifications:
For GS-09: The candidate should have a four-year course of study leading to a Bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Must have 1+ year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: experience which demonstrated training and developmental on-the-job experience in the award, administration and closeout of standard contracts for supplies, services, or construction.
OR
Successful completion of at least two full academic years of progressively higher level graduate education leading to a Master's degree or master's or equivalent graduate degree with coursework in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; or J.D., or LL.B in related field.
OR
Combination: Have an equivalent combination of experience and education.

For GS-11: The candidate should have a four-year course of study leading to a Bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Must have 4+ years of experience in contracting or related positions. At least 1 year of that experience is specialized experience at the GS-09 level. Specialized experience is experience which demonstrated comprehensive and extensive independent experience in the technical methods, principles and practices required to procure a variety of complex requirements including diversified commodities, services, and/or construction. Experience must include working contracts from cradle to grave.
