Compliance & Ethics Manager Responsibilities: Implementation of the ethics program; developing compliance-related policies and procedures; overseeing the administration of corporate policies and procedures; developing a compliance learning and development plan, coordinating compliance training inititiatives and creating and providing employee ethics and compliance training and education, providing new employee orientation and ensuring the implementation of compliance training requirements for employees; supporting the investigation of complaints, concerns, and Ethics Hotline cases; assisting the Chief Compliance Officer (CCO) with the implementation of key elements of the Compliance Program; managing office software/electronic efficiency initiatives; monitoring departmental goals, the resolution of major compliance related issues, and overall compliance efforts; and performing other duties or management functions at the direction of the Chief Compliance Officer. Provide daily management of initiatives supporting the implementation of the Research Foundation’s Compliance Program; At the direction of the Chief Compliance Officer in the design, implementation, and revision of the compliance program that includes: Risk Management; Internal Controls; Ethics and Corporate Conduct; Anti-Fraud and Whistleblower; Privacy; Records Retention and Data Management; Policies Administration; and Information Security; Monitor the United States Federal Sentencing Commission’s Federal Sentencing Guidelines and U.S. Department of Justice memoranda and supporting documentation relative to implementation of effective corporate compliance programs; Monitor the compliance program for periodic updates and coordinate compliance related projects as necessary; Design and implement a system of continuous improvement and adoption of efficiencies in daily compliance operations and routines; Oversee the various compliance software utilized by the RF ensuring proper utilization, including assess the integration of compliance tools with the RF’s business systems; Design and implement improvement in communication, monitoring, and enforcement of compliance standards; Establish a system for monitoring efficiencies related to compliance deliverables, and conflict management plans; Conduct research and provide analysis regarding current trends and best practices related to the elements of the compliance program including: policy development, implementation, and administration; training and education; ethics, corporate values, and professional responsibility; and risk management and internal controls; Develop and provide compliance training and education and lead compliance education projects; Lead the planning and execution of Corporate Compliance & Ethics Week activities and events; Draft compliance related communications and reports, and help maintain tools and controls to ensure compliance with applicable laws and regulations; Act as a subject matter contact on corporate ethics polices and guidelines related to the Research Foundation’s Code of Conduct and maintain a working knowledge of relevant ethics issues, of professional or industry ethics codes, and ethics conflicts resolution techniques; Proivide guidance to function owners on pertinent regulatory matters in order to help them stay informed of changes in pertinent federal and state regulations, and local laws; Direct and review the work performed by associate compliance staff. This includes assigning, scheduling, supporting, managing and reviewing work product. As needed, supervise and develop staff through regular feedback and coaching, performance management, professional development, and recognition. Serve as a compliance team liaison to various corporate projects and initiatives as needed; Serve as Chair of the Enterprise Compliance Team; Serve as co-facilitator of the Research Compliance Peer Committee; Maintain logs, files, indexes, computer databases and other records pertaining to compliance, records management, conflicts management, and risk; Manage the policy and procedure administration process, ensure website content is up-to-date and usable, and provide guidance to other policy writers on style and content; Update compliance policies and procedures as needed; Manage the process of signature delegation; Manage the RF’s ethics program and serve as system-wide resource for conflicts-related issues, including overseeing the corporate Conflict of Interest disclosure process; Develop and implement the policies and provedures of the RF Privacy Program in accordance with applicable law, including HIPPA; Perform other compliance and administrative functions to support the RF’s strategic and operating plans as assigned by the Chief Compliance Officer.

Qualification and Experience

Requirements: JD Degree, MBA, or MPA from an accredited law school or post graduate institution or an additional 2 years' experience in compliance or a related field; Certified Compliance & Ethics Professional with 4+ years of progressive compliance related experience; Comprehensive knowledge of ethics and compliance concepts, such as the elements of an effective compliance program, standards of conduct, business ethics, best practices, hotline management, and managing compliance related issues; Experience working in a large, decentralized organization; Highly proficient in the Microsoft Office and Google Suite products, tablet computing and the Apple ios environment; and Experience using electronic and cutting edge digital tools to develop content for compliance learning and development programs and deliver training in a variety of forums and formats including, but not limited to: Prezi, Powerpoint, and other presentation software. Professional certification in compliance or compliance related field, in the abence of the certification meets the minimum standards to sit for the CCEP or related certification. PREFERRED: Experience working at a higher education instutition; Other relevant certifications from the Compliance Certification Board, and other accredited institutions, related to: research or healthcare compliance, fraud and internal investigations, and/or privacy.
