Attorney Candidate will support the interpretation, application and enforcement of the laws, rules and regulations of the Office of the General Counsel (OGC) and provide a variety of legal services including representation during litigation. Will be handling legal matters that include extremely complex legal and factual issues that affect broad classes of health care or social service providers or recipients that include development and application of statutes, rules and regulations, civil procedures and the general principles, rule and guidance in other related areas of law. Conducting legal research. Occasionally acting as assistant to other attorneys at conference and at trial of court cases. Providing legal services and advice involving highly complex and difficult legal questions. Drafting or commenting on proposed legislation, regulations, contracts and grant applications. Advising and consulting with various officials within the client organization. Preparing and/or trying cases in court or before administrative law judges. Examining and preparing responses to complaint and hearing requests. Reviewing administrative and/or other evidence complied by client agencies. Preparing answers, motions, affidavits, briefs or other pleading appropriate to the defense of cases. In the event of an adverse decision, preparing necessary recommendations to the Department of Justice. Formulating legal theories and strategies. Attending pre-trial and pre-hearing conferences. Negotiating directly with opposing counsel. Preparing written legal opinions interpreting federal or state law. Handling all aspects of litigation as the principal attorney in charge. Giving oral or written advice and recommendations. Clearing documents prepared by others for legal sufficiency. Training clients on legal aspects of their work.
Qualification and Experience
Qualifications: Member of a Bar. 2-3 years of legal experience with some litigation experience, preferably in health law or employment law. Candidate be a member in good standing of a state or the DC bar and provide legal counsel and advice to the Health and Human Services (HHS) in the New York City area. Should have excellent oral and written communication skills and be able to plan and organize his or her work. Excellent time management skills and the ability to prioritize work. Attention to detail and problem solving skills. Excellent written and verbal communication skills. Strong organizational skills with the ability to multi-task. Ability to keep information confidential.
