General Attorney Advisor - Ethics Division The candidate will provide professional legal services involving federal criminal conflict of interest statutes, standards of ethical conduct regulations, financial disclosure requirements, procurement integrity provisions, lobbying rules, and political activity restrictions. The work may involve providing detailed legal guidance to senior staff, engaging in complex and difficult legal research assignments involving new emerging authorities, unusual legal problems and/or highly sensitive information. Provide legal advice and guidance to the Associate General Counsel Ethics Division (or designee) and to employees of Agency on matters covered by the Ethics in Government Act, the Federal Criminal Conflicts of Interest statutes and the government-wide Standards of Ethical conduct and related regulations. Also provide guidance to prevent and/or determine possible violations of law, rule or regulations and to recommend appropriate corrective action to address ethics violations. Develop and present interactive training on various topics related to federal employee ethics requirements and the financial disclosure program at Agency. The incumbent will also plan and participate in ethics program oversight reviews, report writing, and follow-up. The duties may also include serving as liaison with the Agency Office of Inspector General (OIG) and participating in the referral of cases to OIG when necessary to address ethics violations. On occasion, may work on press or Congressional inquiries related to the ethics program and FOIA responses. Focus on Agency-wide, federal ethics program administration and compliance and will provide legal guidance and advice that aims to improve the administration of ethics throughout the entire department.
Qualification and ExperienceThe candidate should have a J.D. degree from an accredited ABA law school. Must maintain active Bar membership in good standing and the eligibility to practice law in the highest court of a state, territory, Commonwealth, or the District of Columbia throughout employment in the Office of the General Counsel. Should have an understanding of financial instruments and ethics law. Attorneys that demonstrate a strong interest in the subject matter and have knowledge of the legal framework for health and social services programs will be considered. Preference will be given to candidates with 3+ years of demonstrated professional legal experience practicing law at a large law firm, corporation, or in government. Experience gained through a federal or state judicial clerkship, prior government service, law review or activity where outstanding legal writing explaining and/or advocating points of law are demonstrated would be assets. Knowledge of federal government ethics laws, political activity restrictions, procurement integrity, or related subjects is preferred.
