Compliance Specialist
The candidate will be responsible for supporting the Director of Contracts and Compliance in the review, issuance and maintenance of contracts and the administrative processes, and will also focus on prevailing wage and certified payroll reporting. Working directly with the Director of Contracts and Compliance to provide administrative support including calendar, meeting set up, travel and signatures on contract documents. Accepting all contract requests from within the company, collecting needed/missing information, and sourcing through CRM system, if applicable, and Converge Point contract management system. Provide follow up to ensure questions are answered. Assisting Director of Contracts and Compliance with implementing and maintenance of processes surrounding contract/legal issue management, Maintain and edit custom fields in contract library to track relevant contract information, Monitoring deadlines for bid packages/contracts in Director of Contracts and Compliance’s calendar, Review and run comparisons on final negotiated documentation before final review by Director of Contracts and Compliance and final sign off. Review bid documentation for essential information including but not limited to contractor license requirements, contractual and safety issues, ability to negotiate, etc. Assist in filling out bid risk assessments on bid documentation and review with Director of Contracts and Compliance, Work with Sales Team and Operations when Railroad Protective liability insurance is required by assisting in collecting all information required. Assist with Insurance related questions and responses with insurance broker, Review Vendor, Supplier, and Agency Certificates of Insurance and ask for changes as required, Assist in periodic review (at least annually) and cleanup of all Holland Standard Templates and proposals. Draft Change Orders and Amendments before review by Director of Contracts and Compliance, Perform updates on Holland Playbook when new processes are implemented, as appropriate. Follow up with all parties and assist with process meetings and release of updated processes to company, Review and approve all credit applications before processing through Accounting for final approval. Ensure that the prevailing wage/certified payroll is processed accurately, efficiently and in a timely manner. Ensure that government and agency reporting deadlines are met and adhered to consistently, Able to use industry standard prevailing wage software efficiently, Determine, with guidance from internal operations, pay rates on an individual county basis as well as monitor and maintain amendments, Monitor CRM (Customer Relationship Management Tool) to identify prevailing wage projects and update prevailing wage log, Work closely with Customers, Payroll, Sales, Operations Management and HR to ensure accuracy of pay and reporting, Review and report processing including but not limited to: wage determinations/rates, fringe benefits, union, daily production reports, etc. Manage reporting of related agencies and/or software i.e. Bachelor’s degree required, Paralegal certification desired, Experience in contracts and compliance role preferred, or business role closely associated with contract/compliance responsibilities , Points North Certified Payroll Reporting Software experience or similar experience with Labor Compliance software/program preferred, Strong skills in Excel are required including advanced sorting, VLOOKUP and pivot table management, Strong communication skills, Ability to learn and understand the financial aspects of contracts, the business itself, and other business arraignments; the business itself, and ability to contribute to negotiation strategy, Willingness to learn Railroad industry operations requirements, Superior organizational skills and able to handle a broad range of matters and work efficiently and effectively in a fast-paced environment, Effectively handle high-volume and prioritization of tasks, Excellent interpersonal and communication skills, attention to detail and multi-tasking skills, and be able to work under pressure, Ability to communicate difficult/sensitive information tactfully.
