Civil Rights Enforcement Supervising Deputy Attorney General The candidate will be responsible for protecting and serving the people and interests of California. Highlighting the importance of these functions are recent changes at the federal level, which have adversely impacted California. Will oversee deputy attorneys general, paralegals, and other staff who are working on projects involving an extensive range of civil rights areas, including to, new federal immigration enforcement initiatives and actions regarding so-called “sanctuary jurisdictions,” large-scale investigations, both with respect to immigration – in the detention facilities review – and with respect to law enforcement in our Section’s pattern and practice work, and matters involving additional criminal justice issues as well as reproductive and LGBT rights. Will handle general administrative and managerial matters, and will supervise and personally perform the most difficult and complex legal work, which requires the highest level of independent judgment, related to research and analysis of complex statutory and constitutional issues, multi-faceted investigations, high-impact litigation, and appellate work involving cutting- edge civil rights issues. Will also ensure that management directives are followed by their assigned legal team and may also coordinate and facilitate communications with other state Attorney General’s Offices and other federal and state government agencies working on similar issues.

Qualification and Experience

The candidate must have complex investigatory and/or civil litigation experience, excellent analytical, research, writing, and communication skills, and a strong motivation to work on subject areas highlighted above, including immigrant rights, the rights of LGBT individuals, reproductive rights, and police practices. Experience working on matters involving those subject areas is desirable and a demonstrated ability to work under tight deadlines, develop investigatory and/or litigation plans, and manage a varied caseload, are critical. Strong applicants will also demonstrate that they have strong organizational and leadership skills, and that they will exercise good judgment when handling projects and interacting with staff, clients, other governmental agencies, members of the public, and opposing counsel. Strong applicants will have a positive attitude, initiative, an intellectual curiosity for the law, and a strong work ethic. Should have knowledge of: Legal principles and their application; professional and ethical rules as they relate to the practice of law and particularly the role of public attorneys, to ensure the rules are strictly followed by oneself as well as other attorneys. Examples include Federal/State statutes, rules (e.g., Rules of Professional Conduct), and case law defining the scope of the attorney-client privilege, and local rules establishing standards of conduct and sanctions for misconduct by attorneys; available research sources, both printed and electronic, to complete legal research, including what type of material they contain, where they are located, and their breadth, depth, and relative strengths and weaknesses. Examples include primary and secondary legal texts, and electronic databases; scope and character of California statutory law and provisions of the California Constitution; principles and practices for properly conducting legal research, such as ensuring law is current and checking for recent amendments to statutes; principles of administrative and constitutional law, rules of evidence, and conduct of proceedings in trial and appellate courts of California and the United States and before administrative bodies; duties and powers of the Attorney General of California; and the English language to effectively produce a variety of written work products. Includes knowledge of grammar, spelling, punctuation, sentence, and paragraph structure, organization, and appropriate vocabulary.

Note: This is a 12-month limited term position, but it may be extended to a maximum of 24 months and/or may become a permanent position based upon operational needs.
