Senior Assistant General Counsel The candidate under the limited supervision of General Counsel, the Senior Assistant General Counsel is expected to provide accurate, constructive, and timely legal advice and support to General Counsel, Program areas & the Executive Director. Drafts official actions & proposed legislation. Formulates/drafts policies/procedures and legal documents for Program areas. Serves as legal liaison with other governmental entities. Interprets complex legislation, regulations and documents for the federally funded Program areas. Provides assistance with legal aspects of the issuance/sale of the Authority's bonds. Assists in supervision of the bond counsel and disclosure counsel in the preparation and review of documents required for the issuance and sale of the Authority's notes and bonds, as required. Conducts legal research and approves staff program manuals. Defends the Authority in mortgage foreclosure actions. Supervises and, in absence of, serves as primary Freedom of Information Act contact for the Authority. Supervises and, in absence of, serves as Hearing Officer for Informal Hearings under the Housing Choice Voucher Program. Serves on special task forces/committees and with other related duties as assigned. Supervises the work of the legal assistant and Assistant General Counsel.

Qualification and Experience

The candidate should have Juris Doctor degree or its equivalent from an accredited law school and 5 years of experience as a practicing attorney is needed. Must be a member of the South Carolina Bar. Must have completed 403 requirements. Should have eorking knowledge of federal housing programs and Section 42 of the Revenue Code. Knowledge of real estate documentation. Knowledge in interpreting federal and state laws and regulations is required. Must have knowledge of foreclosure law and regulations. Knowledge of bankruptcy laws and regulations as applicable to creditors. 8 years of full time experience as a practicing attorney is preferred.
