IG Senior Counsel Duties: Use understanding of the Agency and its authorities, the Intelligence Community, and the applicable laws and statutes under which the Agency OIG operates to serve as counsel to the Audit, Inspections, and Investigations Staffs of the Agency OIG and as an advisor to the OIG leadership. Provide independent legal advice to the Inspector General and Deputy Inspector General on all legal issues that pertain to or arise from the functions and authorities of the IG. Keep OIG leadership fully and currently informed about legal issues affecting IG duties and responsibilities. Handle additional duties as assigned. Evaluate compliance with laws, rules, Presidential directives, Executive Orders, and applicable regulations. Represent the Inspector General and/or Deputy Inspector General in dealings with other Agency components, including the Agency’s Office of General Counsel, and externally in dealings with other agencies and departments on matters of interest to the OIG. Provide counsel to the Audit, Inspections, and Investigations Staffs of the Agency OIG to ensure appropriate discharge of IG responsibilities, and serve as a liaison between investigations and the Agency OGC and external stakeholders.
Qualification and Experience
Minimum Qualifications: Juris Doctor Degree. Membership in the Bar of one of the fifty states or the District of Columbia. 7+ years of experience practicing law. Prior legal experience in a federal Inspector General’s Office. Prior experience in the Intelligence Community. Broad understanding of the Intelligence Community and the role and responsibilities of Inspectors General. Knowledge of Federal criminal law and procedure and its application in a classified environment. Demonstrated excellence in research and writing. Strong interpersonal and communication skills. Desired Qualifications: Experience or knowledge in the following areas of law: administrative law, the legislative process, government contracts and appropriations law, Federal criminal law and procedure, Federal litigation, Freedom of Information Act, Privacy Act, and intelligence law.
