Assistant City Attorney The candidate will provide accurate and timely advice to the mayor, council, department heads, staff, and city boards and commissions members on a broad range of legal issues. The main emphasis of this position will be on matters relating to or arising out of city's engineering and public works department, including: site development permitting; real property acquisitions related to public improvements; licensing and franchising the use of the city's rights of way; operating the city's water, sewer and storm utilities; public contracting and contract management for public improvement projects; and drafting, reviewing and negotiating business contracts and intergovernmental agreements. Will perform other duties as assigned and will attend evening meetings, all consistent with the classification specification for the position.
Qualification and Experience
The candidate should have law degree from a fully accredited law school and be an active member in good standing with the Oregon State Bar Association. Must have 5+ years of experience in one or more of the following practice areas: public/private development transactions, public contracting with regard to public improvements, or telecommunication or public utility regulation. Should have ability to self-manage multiple tasks and produce quality work in a timely manner. Must have ability to define issues, perform legal research, analyze problems, evaluate alternatives, make sound decisions and recommendations, and effectively communicate verbally and in writing. Ability to build and maintain good working relationships with others is needed. Should have ability to use common law office software applications. Knowledge of legal principles, issues and practices related to municipal government functions, including public records, meetings and conflicts of interest is needed.
