Deputy General Counsel The candidate will be responsible for a broad array of legal issues, including employment, labor, worker’s compensation, claims, torts, procurement, contracts, commercial and real estate transactions, constitutional and interagency agreements. Handle complex advisory labor and employment matters up to and including litigation. Direct issues involving litigation by acting as liaison for outside counsel. Counsel senior management on legal implications of planned and pending projects which involve major capital expenditures and have significant operational impact, including requirements for federally-funded projects. Participate in preparation and negotiations of RFPs of major capital contracts, such as new buses and advanced technology procurements; and assist in the post-award administration and dispute resolution process with respect to those contracts. Review and analyze incoming lawsuits, regulatory complaints and pre-litigation matters. Prepare position documents on legal issues and interpretation of legal provisions. Establish litigation strategies to resolve lawsuits and disputes efficiently and economically. Advise senior management and staff on legal requirements and aspects of agency procurements and contracts for goods and services, including contract bid, negotiations, award and administration. Analyze significant state/federal legislative or regulatory initiatives for impact on the agency’s policies or operations. Provide counsel to senior management on a broad array of other legal issues. Prepare contracts, agreements, pleadings, briefs, legal memoranda, letters, Board staff summaries and other legal documents. Liaise with senior management, staff and counsel of other agencies and external organizations. Must have a law degree and admission to the Bar of the State of New York. Must have 12+ years of legal experience including 8+ years in a managerial/supervisory/administrative capacity; or A satisfactory equivalent of education and experience.
