HR Specialist (Classification), GS 9 - 12 The candidate will perform position classification work; Desk audits. Provide HR guidance and advice to internal and external customers / groups. Provide managers and lower graded specialist with technically authoritative advice on issues that affect the organization's efficiency. Exercise delegated classification authority for Title 5 positions, in accordance with established policy, up to and including GS-15 level. Analyze serviced organizations for productivity and efficiency, and provides recommendations to management officials on the most effective position / skill mix, work processes, organizational structures. Traveling is required.
Qualification and Experience
Qualifications: For GS-09: Must have 1+ year of specialized experience and/or education at or equivalent to the GS-7 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience assisting higher graded HR Specialist classifying lower graded jobs; and determines pay category, occupational series, title and grade level. OR Should have a Masters or equivalent graduate degree in any field of study from an accredited college and/or university, OR completed 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B. or J.D., from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work (e.g. human resources management, business, or law). OR Have a combination of specialized experience and graduate education as described above that together meets 100% of the qualification requirements for this position. For GS-11: Must have 1+ year of specialized experience and/or education at or equivalent to the GS-9 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience applying position classification and management principles, policies and practices to make distinctions in the crediting of factor and grade levels. OR Have a Ph.D, or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a doctoral degree or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work (e.g. human resources management, business, or law). OR Have a combination of specialized experience and graduate education as described above that together meets 100% of the qualification requirements for this position. For GS-12: Must have 1+ year of specialized experience at or equivalent to the GS-11 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include applying a full range of position classification and management principles, policies and practices to make distinctions in the crediting of factor and grade levels; providing recommendations to management with supporting criteria and justification; and conduct desk audits.
