Administrative Officer (Specialty Care Service), GS 11 Duties : Serves as the Administrative Officer and responsible for relieving the ACOS, Specialty Care of the administrative and management responsibilities that can be assumed by a non-physician. Supervise the administrative functions of the service; reviews and coordinates request for space; equipment; and staff that originate from clinical services; coordinates on accreditation and survey matters, such as Joint Commission on Accreditation of Healthcare Organization (JCAHO); Office of the Inspector General (OIG), and Combined Assessment Program (CAP) reviews. Participates in planning, goal development and various management analyzes; participates in management briefings and makes recommendations or, actions to be taken, following up on their implementation; works closely with all members of Specialty Care Service as the focal point for administrative and coordination within the clinical services; provides training to Service Chiefs and support staff in VA procedures and policies; and resolves problems for professional services regarding eligibility for appointments.

Qualification and Experience

Qualification : Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 : must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: Must have 1+ year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of program goals and objectives, work procedures and administrative operation of a service; knowledge of policies and regulations; Skill in the use of computer equipment with a wide variety of software such as Word, Excel, Power Point, Outlook Access and databases to extract and organize data and prepare a variety of specific documents, forms and graphics. OR,

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have three full years of progressively higher level graduate education; or Ph.D. or equivalent graduate degree from an accredited university or college, or an LL.M. degree. OR, Combination: Applicants may also combine education and experience to qualify at the GS-11 level. Must have an combination of specialized experience and education.
