Management And Program Analyst- GS 09 – 11 The candidate will serve as a Management and Program Analyst who will be responsible for performing analysis and advisory assignments related to the effectiveness of government programs and/or the efficiency of the management of government operations. Duties listed are at the full performance level: Run analysis of budget. Run analysis of early obligation strategy. Run analysis of all awarded contracts and agreements. Run analysis of administrative processes. Provide new methodology to old and outdated processes.

Qualification and Experience

The candidate should have following qualifications:
For the GS-9 level: Must have 1 year of specialized experience equivalent to at least the GS-7 grade level; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in coursework such as; business analysis, Qualitative Methods for Managers, Operations Management, Sustainable Business Development, Strategic Management, Bus. Law & Ethics, Marketing Strategy, Project Operations and Management Models. OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of specialized experience are: gathered information, including personnel distribution and budgetary information, to assist with organizational reporting for a program or company. Integrated spreadsheets, word processing, and graphics applications to prepare program status reports, verified accuracy of data entered. Assisted with the coordination and/or development of internal review studies to determine organizational effectiveness.
For the GS-11 level: Must have 1 year of specialized experience equivalent to at least to the GS-9 grade level; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.,in coursework such as; business analysis, Qualitative Methods for Managers, Operations Management, Sustainable Business Development, Strategic Management, Bus. Law & Ethics, Marketing Strategy, Project Operations and Management Models; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) in coursework listed above. Examples of specialized experience are: assisted with developing methods for automating organizational reporting and reviewing historical organizational personnel distribution and budget data to assist with the assessment of the effectiveness of the operation. Conducted internal review studies and assessed program compliance with goals. Assisted with developing recommendations for changes to improve organizational effectiveness. Prepared status reports and presentations on organizational performance measures accomplishments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
