General Counsel IV The candidate performs advanced managerial and legal work in the Legal Services division of the Texas Facilities Commission (TFC). Work involves directing and planning legal activities, interpretation, application and enforcement of state laws and regulations, rendering legal advice and counsel, drafting bills for legislative consideration, drafting contracts to support capital projects and key functions of the agency, and consulting with attorneys. Works under the direction and guidance of the Commission and the Executive Director. Manages and directs staff in the Legal Services division. Directs and oversees the managerial functions of planning, organizing, and directing legal activities; coordinates efforts in pursuit of the goals, objectives, and mission of the agency. Serves as the agency liaison with and assists the Office of the Attorney General in representing the agency in civil actions and on employment law issues. Provides legal counsel and guidance to commissioners and upper management on legal matters relevant to the agency. Reviews, drafts, and/or renders legal opinions, briefs, contracts, rules, policies, procedures, and legislation; participates in development of federal and state legislative strategy, drafts and reviews legislative bills and amendments affecting the agency. Serves as the agency liaison with the Secretary of State’s office and is responsible for reviewing and approving the filing of open meeting notices, rule actions, and miscellaneous postings in the Texas Register. Serves as a designated liaison and subject matter expert with private industry, vendors, other government agencies, universities, and various other entities with which the agency interacts. Analyzes a broad range of complex laws and regulations affecting the agency in areas of legal specialty, and solves legal problems, interprets laws and regulations affecting the staff and commission operations, and communicates opinions clearly, concisely and logically. Conducts Open Meetings in accordance with the Open Meetings Act. Provides advice on contract solicitations and drafts contracts for approval by the Commission. Provides advice and guidance for projects, assigns, supervises, and critiques legal services of legal staff. Solves complex technical and managerial problems. Acts on agency-wide matters in the event of the absence or incapacity of the Executive Director. Performs related work as assigned. Must have Graduation from an accredited law school with a LL.B or J.D degree. Should have 7+ years of experience in contracting and/or business litigation. Must have 5+ years experience in the supervision of other attorneys and legal staff. Experience in construction law and government operations, preferred. Must be Licensed to practice law in the State of Texas. Should have working knowledge of employment laws. Must have working knowledge of procurement, construction and leasing laws. Should have working knowledge of construction litigation and real estate transactions.
