Deputy General Counsel The candidate will advise the Bureau of Health Care Quality on regulatory, contractual, and compliance matters. Provide legal services to Department staff regarding regulatory programmatic oversight of licensed health care facilities including long term care facilities, hospitals, and clinics. Responsible for drafting and reviewing regulations; coordinating legal support for licensure enforcement activities; providing legal advice regarding public record requests, state and federal subpoenas and court orders; serving as liaison with federal agencies and the Office of the Attorney General as needed; and performing other duties as assigned. Must have a Juris Doctor (JD) degree, and admission to the Massachusetts Bar. Must have 5+ years of legal experience, including experience in health law. Should have knowledge of state licensure regulations and federal oversight of health care facilities. Must have following qualifications: Knowledge of theory, principles and practices of law; Knowledge of the methods and ability to conduct legal research and technical report writing; Ability to read and interpret legal documents and apply the law, rules and regulations governing agency operations; Ability to exercise discretion and sound judgment; Ability to interact effectively with diverse groups of people; Ability to lead or work with cross-functional project teams; Ability to communicate effectively both verbally and in writing, to clearly and concisely express thoughts and develop ideas in a logical manner; Ability to use a computer to conduct research, manage databases, and produce written documents; Ability to exercise discretion in safeguarding information through compliance with rules of disclosure; Ability to work independently.
