Director, Labor Relations
The candidate acts as hearing officer for the District and investigates employee grievances, disciplinary actions, and recommends solutions to problems or disputes; interviews hearing participants, the general public, attorneys and other parties to obtain pertinent information related to cases. Supports the management and union officials in development, application, and interpretation of labor relations policies and practices; advises management in the proper procedure for disciplinary action against employees. Assists the Executive Director of Contract Implementation in labor relations/collective bargaining matters and testifies at fact-finding and arbitration hearings. Prepares reports and maintains databases on actions taken concerning grievances, disciplinary and fitness for duty hearings, arbitrations, and mediations; monitors compliance with the provisions of collective bargaining agreements and periodically reports on the status of the same. Prepares and conducts training on contract administration and other labor-related matters. Serves as the designated hearing officer during the grievance process. Serves as the management representative during the arbitration process. Investigates, responds to and resolves labor disputes and grievances. Prepares and conducts training sessions related to labor relations policies, grievance, and arbitration procedures and changes to collective bargaining agreements as appropriate. Assists in establishing strategic direction and plan for labor relations philosophy and activities. Prepares correspondence related to labor relations activities, such as grievance responses, ULPs, settlement agreements, etc. Participates in arbitration and mediation proceedings. Responsible for the preparation and collection of information for these proceedings. Works collaboratively with the Academic, Legal, Talent and other departments as needed. Bachelor’s degree is required. Master’s degree is preferred. Special consideration is given to candidates with degrees in K-12 Administration, Human Resources, Labor Relations, or Law. Experience successfully participating or conducting mediations, union contract negotiations, facilitating conflict resolution and working in a union environment establishing labor-management practices and procedures would be preferred. Master's degree in a related field may be substituted for 1 year of the required experience. A law degree may be substituted for 2 years of the required experience.
