Senior Legal Assistant The candidate must have Graduation from an accredited college or university with a Bachelor's degree. Should have 3+ years of experience involving contract/grant work, project financing, construction management, fiscal administration, social services administration, and/or budget and management operations of a government or business entity, 1+ year of which shall have involved responsibility for some aspect of contract/grant administration. Must have knowledge of the legal and administrative requirements of grants and contract agreements. Should have knowledge of the forms required in procurement work, including vouchers, change orders, progress reports, proposal forms, contracts and other documents. Must have knowledge of the methods used to collect and analyze data. Should have ability to perform legal research. Must have ability to negotiate mutually acceptable resolutions to disagreements. Should have ability to interpret Federal and State laws, rules and regulations and apply them to specific situations. Must have ability to interpret and apply DHS contract policies, procedures and circulars. Should have ability to review, analyze and comment on Requests for Proposals (RFPs), Waivers of Advertising, MOAs, and amendments. Must have ability to interpret technical data and provide advice and assistance. Should have ability to recognize and identify problems in the administration of contracts and/or grants. Must have ability to prepare reports and correspondence.
