Counsel III – Regional Counsel The candidate will serve as the Regional Counsel in CSE’s Southern Regional office. Will oversee legal operations within assigned work units and provide child support services for approximately 23,000 families in Barnstable, Bristol, Dukes and Nantucket counties. Collaborate with the Probate and Family Court to establish paternity, and establish, enforce, and modify child support and health insurance orders at approximately 4,600 hearings annually. Oversee the delivery of child support enforcement legal services, including civil and criminal litigation, and other complex legal matters in order to ensure the agency’s position is well represented at administrative hearings, court hearings, and trials. Integrate the diverse work of various units within the agency and in the probate and family courts for effective workflow and enhanced program performance. Serve as a subject matter experts having advanced and specialized expertise in the laws, legal principles and practices in the areas of paternity establishment, child support and medical support order establishment, and the modification and enforcement of these court orders. Supervise attorney staff by prioritizing and assigning work, providing training, instruction and guidance and evaluating performance with the intent of accomplishing objectives and developing the professional skills of the team. Provide functional direction, counsel, and training to other staff on matters related to paternity establishment, as well as establishment, modification, and enforcement of child support and medical support orders. Provide expert legal advice and counsel, insight and recommendations to staff and managers by conducting legal research and analysis on complex and/or precedent setting matters; interpret statutes, regulations and rules of the court; review legal opinions and case recommendations; and compose legal opinions and memoranda to assist agency management decision making and to ensure compliance with agency policy, and state and federal laws and regulations. Maintain relationships with other agency counsel, management, and staff; customers; outside counsel and bar associations; contractors and vendors; judges and court staff; the Legislature and other state agencies; federal offices; and members of advocacy groups, community organizations and the general public. Approve the content and delivery of internal legal training to staff and external training to shared stakeholders, including the Probate and Family Court, District Attorneys, other state agencies, other child support enforcement agencies, members of the Massachusetts Bar, community organizations and the general public to educate on federal and state child support laws and legal processes for the establishment of paternity, the establishment of court orders for child support and medical support, and the enforcement and/or modification of these court orders. Support objectives for standardization of business processes by using the new technology platform (COMETS HD) to drive work activities within and between teams; by fostering confidence in the system for direct reporting staff; by arranging for system’s training for direct reporting staff; by supporting team members in identifying technology impediments and/or enhancements in order to ensure staff utilize system functionality as developed and intended, and ensure uniform practices among the regions. Take proactive steps to identify workflow and process improvements by compiling and analyzing data, by using systems generated reports, by preparing periodic reports, and by developing strategies based on the analysis in order to forecast and measure customer cooperation and compliance, to implement data-driven unit projects and evaluate outcomes, to identify case processing trends and assess effectiveness of actions performed, to recommend new or modified approaches in managing cases, to address problem areas, to review individual worker productivity, to measure unit performance, to track progress toward goals, and to formulate plans to address problem areas as identified by the statistics. Participate in statewide workgroups to exchange program and policy information, develop courses of action for joint projects and implement new initiatives to improve program effectiveness. Serve as liaison to various legal authorities to foster productive working relationships and effectively litigate child support enforcement cases. Develop, implement and monitor interagency service agreements with partners to ensure proper allocation of resources to meet shared goals. Collaborate and confer with colleagues within the division as well as with external resources to gather input for decisions or determinations, to achieve common goals or to implement new laws or changes to laws. Participate in the development and implementation of policies and procedures, forms, notices, and other written material for use by staff and customers.
