TDI - TEMPORARY Attorney III The candidate will works in the General Counsel Division and performs highly complex attorney work, including: planning and organizing work, examining and preparing legal documents, providing legal advice and opinions, assisting staff with administrative hearings, and interpreting laws and regulations. The Rules Attorney works under limited to minimal supervision with considerable latitude for the use of initiative and independent judgment in collaborating with subject-matter experts to research and draft rules and prepare orders, memoranda, briefs, and other documents. Coordinates and researches, analyzes, and drafts administrative rules and orders; Coordinates and advises staff on legal matters, including the interpretation and application of agency regulations, and state and federal laws; Coordinates and assists staff with administrative and regulatory hearings; and performs other duties as assigned. Licensure as an attorney to practice law in the State of Texas. Good standing as a member of the State Bar of Texas. Graduation from an accredited law school with a Juris Doctor (J.D.) or Bachelor of Laws (LLB) degree. Three to four years of experience with rule writing, policy development, or experience related to the posted position. Experience in drafting rules and legislation; experience with insurance law; and experience with life and health insurance regulation, property and casualty insurance regulation, or administrative law. Legal principles, practices, and proceedings; state and federal laws, rules, and regulations, with emphasis on the Texas Insurance Code, the Texas Administrative Procedure Act, and the Texas Register Act; Agency administrative rules and regulations; property and casualty insurance regulatory law; and life, accident, and health insurance regulatory law. Legal research, writing, and analysis, including plain English legal writing Using a computer and applicable software, including word processing; using reasoning and logic; identifying and solving complex problems; prioritizing workloads; using good judgment to analyze legal problems and identify courses of action; and project management and/or team leadership. Express comments and legal opinions clearly and persuasively; Deal tactfully and professionally with the public, co-workers, agency staff, and industry representatives; Explain legal concepts to lay persons; communicate effectively; work independently; organize and manage multiple priorities; and respond to dynamic situations on an as-needed and case-by-case basis.
