Facility Management Systems Specialist, GS 11 Responsibilities: The candidate manages and/or leads the implementation and execution of an Asset Management Plan and updates documents as required to accurately identify operational and project needs. Facilitates the development and the review of Asset Priority Index (API) ratings for all facility assets. Establishes a Quality Assurance/Quality Control program for Facility Management Systems Specialist (FMSS) to review, validate and correct data. Serves as Contracting Officer's Technical Representative (COTR) on contracts. Observes contractor progress and quality of work to ensure contract specifications are met. Prepares cost estimates on FMSS work orders for Facility assets. Calculates and or updates the Current Replacement value (CRV) for all facility assets using developed standardized methodology. Reviews Project Management Information System (PMIS) projects for completeness and independently creates PMIS projects. Serves as the Account Manager for the FMSS program. Trains all new FMSS users in all phases of FMSS. Maintains, updates, and reviews FMSS data critical for tracking project funding on an annual basis. Makes recommendations for resolution of problems and improvements to data tracking systems. Performs facility condition assessments and manages the condition assessment program. From condition assessments, prepares work orders and develops cost estimates.

Qualification and Experience

Qualifications:
The candidate should have 1 full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Knowledge of facility maintenance computerized systems, and associated software in support of an asset management program. Inventory management, assessment of physical facilities, and assets such as, buildings, campgrounds, trails, equipment, utility systems, cultural resources, and computer equipment. Generate facility management system reports, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Estimating material and labor costs for a variety of construction or maintenance projects, leading various elements of a maintenance program for a park, recreational area, or similar facility and providing information on material and labor costs on maintenance and construction projects. Must include hours per week worked. Or Must possess a Ph.D. or equivalent doctoral degree or have successfully completed 3+ full years of progressively higher level graduate education leading to such degree, or possess an LL.M. Degree. Or Successful completion of a combination of education and experience as described above.
